8	8	AN ACT
9	9	relating to a ribbon for certain members of the military forces who
10	10	served in support of operations to secure the Texas border.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Section 437.355, Government Code, is reenacted
13	13	to incorporate amendments made to Section 431.134, Government Code,
14	14	by Chapter 243 (H.B. 402), Acts of the 83rd Legislature, Regular
15	15	Session, 2013, and amended to read as follows:
16	16	Sec. 437.355. OTHER AWARDS. (a) The governor or adjutant
17	17	general, if delegated the authority, may adopt policies and
18	18	regulations relating to awarding:
19	19	(1) the Texas Purple Heart Medal, which shall be
20	20	awarded to a service member who, after September 11, 2001:
21	21	(A) was inducted into federal service from the
22	22	Texas National Guard; and
23	23	(B) meets the criteria for an award of the
24	24	federal Purple Heart Medal;
25	25	(2) the Texas Superior Service Medal, which shall be
26	26	awarded to:
27	27	(A) a service member of the Texas military forces
28	28	who has:
29	29	(i) completed 30 or more years of honorable
30	30	state service or a combination of state and federal service; and
31	31	(ii) continually demonstrated superior
32	32	performance and service while assigned to key leadership positions
33	33	demanding responsibility; or
34	34	(B) a civilian who has contributed significant
35	35	service to the Texas military forces;
36	36	(3) the Lone Star Distinguished Service Medal, which
37	37	shall be awarded to a member of the military forces of this state,
38	38	another state, or the United States for exceptionally outstanding
39	39	achievement or service to this state in performance of a duty of
40	40	great responsibility while serving with the Texas military forces
41	41	for whom the department receives a letter of recommendation for
42	42	award of the Lone Star Distinguished Service Medal that:
43	43	(A) gives an account of the exceptional
44	44	achievement or service; and
45	45	(B) includes facts and photographs, and extracts
46	46	from official documents to support and amplify the facts;
47	47	(4) the Texas Outstanding Service Medal, which shall
48	48	be awarded to a service member of the military forces of this state,
49	49	another state, or the United States who has performed service in a
50	50	superior and clearly outstanding manner;
51	51	(5) the Texas Humanitarian Service Medal, which shall
52	52	be awarded to a service member who:
53	53	(A) does not meet the criteria for an award of the
54	54	federal Humanitarian Service Medal;
55	55	(B) is a member of the Texas military forces; and
56	56	(C) while serving on state active duty or active
57	57	duty under state authority in accordance with Title 32, United
58	58	States Code, participates satisfactorily in defense support to a
59	59	mission under civilian authority to protect life or property during
60	60	or soon after a natural disaster or civil unrest in the state;
61	61	(6) the Texas Homeland Defense Service Medal, which
62	62	shall be awarded to a service member of the Texas military forces
63	63	who served:
64	64	(A) on or after September 11, 2001;
65	65	(B) on state active duty or active duty under
66	66	state authority in accordance with Title 32, United States Code;
67	67	and
68	68	(C) satisfactorily in defense support to a
69	69	mission in the state under civilian authority;
70	70	(7) the Federal Service Medal, which shall be awarded
71	71	to a service member who was inducted into federal service from the
72	72	Texas military forces between June 15, 1940, and January 1, 1946, or
73	73	after June 1, 1950, if the service was for more than 90 days;
74	74	(8) the Texas Combat Service Ribbon, which shall be
75	75	awarded to a service member of the Texas National Guard who served,
76	76	after September 11, 2001, in a hostile fire zone as designated by
77	77	the United States secretary of defense;
78	78	(9) the Texas Faithful Service Medal, which shall be
79	79	awarded to a member of the Texas military forces who has completed
80	80	five years of honorable service during which the service member has
81	81	shown fidelity to duty, efficient service, and great loyalty to
82	82	this state;
83	83	(10) the Texas Medal of Merit, which shall be awarded
84	84	to a member of the military forces of this state, another state, or
85	85	the United States who performs outstanding service or attains
86	86	extraordinary achievement in behalf of the state or United States;
87	87	(11) the Texas State Guard Service Medal, which shall
88	88	be awarded to a service member who completes three consecutive
89	89	years of honorable service in the Texas State Guard during which the
90	90	service member has shown fidelity to duty, efficient service, and
91	91	great loyalty to this state;
92	92	(12) the Texas Desert Shield/Desert Storm Campaign
93	93	Medal, which shall be awarded to a service member who was inducted
94	94	into federal service from the Texas National Guard after August 1,
95	95	1990, in support of Operation Desert Shield or Operation Desert
96	96	Storm, without regard to the place that the service member was
97	97	deployed while serving on active federal military duty;
98	98	(13) the Texas Iraqi Campaign Medal, which shall be
99	99	awarded to a service member who was inducted into federal service
100	100	from the Texas National Guard, without regard to the place that the
101	101	service member was deployed while serving on active federal
102	102	military duty, after:
103	103	(A) March 19, 2003, in support of Operation Iraqi
104	104	Freedom; or
105	105	(B) August 31, 2010, in support of Operation New
106	106	Dawn; [and]
107	107	(14) the Texas Afghanistan Campaign Medal, which shall
108	108	be awarded to a service member who was inducted into federal service
109	109	from the Texas National Guard after October 6, 2001, in support of
110	110	Operation Enduring Freedom, without regard to the place that the
111	111	service member was deployed while serving on active federal
112	112	military duty;
113	113	(15) the Cold War Medal, which shall be awarded to a
114	114	member of the Texas National Guard or the Texas State Guard who
115	115	served between September 2, 1945, and December 26, 1991, subject to
116	116	Subsection (c); and
117	117	(16) the Texas Border Security and Support Service
118	118	Ribbon, which shall be awarded to a member of the state military
119	119	forces who served:
120	120	(A) on or after July 28, 2014;
121	121	(B) on state active duty; and
122	122	(C) satisfactorily in support of operations to
123	123	secure the Texas border.
124	124	(b) A person may be awarded only one Texas Superior Service
125	125	Medal.
126	126	(c) A person described by Subsection (a)(15) may be awarded
127	127	a Cold War Medal only if a fee in the amount necessary to cover the
128	128	costs of awarding the medal is paid to the adjutant general's
129	129	department.
130	130	SECTION 2. Section 431.134, Government Code, is repealed.
131	131	SECTION 3. This Act takes effect September 1, 2015.
