11	5		relating to the Beef Promotion and Research Council of Texas.
12	6		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	7		SECTION 1. Section 41.102, Agriculture Code, is amended to
14	8		read as follows:
15	9		Sec. 41.102. SUSPENSION OR REVOCATION OF LICENSE. In
16	10		addition to other remedies provided by law, a violation of any
17	11		provision of Subchapters B-E or H [of this chapter] is grounds for
18	12		suspension or revocation of any license or permit issued by the
19	13		commissioner. The suspension or revocation shall be conducted in
20	14		accordance with the procedures provided by law for suspension or
21	15		revocation on the basis of other grounds.
22	16		SECTION 2. Subchapter H, Chapter 41, Agriculture Code, is
23	17		amended by adding Section 41.1565 to read as follows:
24	18		Sec. 41.1565. MEETINGS BY TELEPHONE CONFERENCE CALL. (a)
25	19		Notwithstanding Chapter 551, Government Code, the council or a
26	20		committee established by the council may hold an open or closed
27	21		meeting by telephone conference call if the convening at one
28	22		location of a quorum of the council or committee is inconvenient for
29	23		any member of the council or committee.
30	24		(b) The meeting is subject to the notice requirements
31	25		applicable to other meetings.
32	26		(c) The notice of the meeting must specify as the location
33	27		of the meeting the location where meetings of the council or
34	28		committee, as applicable, are usually held.
35	29		(d) Each part of the meeting that is required to be open to
36	30		the public shall be audible to the public at the location specified
37	31		in the notice of the meeting as the location of the meeting and the
38	32		audio shall be recorded. The audio recording shall be made
39	33		available to the public.
40	34		SECTION 3. The change in law made by this Act to Section
41	35		41.102, Agriculture Code, applies only to conduct that occurs on or
42	36		after the effective date of this Act. Conduct that occurs before the
43	37		effective date of this Act is governed by the law in effect on the
44	38		date the conduct occurs, and the former law is continued in effect
45	39		for that purpose.
46	40		SECTION 4. This Act takes effect September 1, 2015.
