                    BILL ANALYSIS             H.B. 2002     By: Keffer     County Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Many people feel that a county should be allowed to recycle excess, surplus, or unneeded materials, rather than having to throw these materials away. H.B. 2002 seeks to provide this authority.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2002 amends the Local Government Code to authorize the disposal of a county's surplus or salvage property that is unable to be sold by competitive bid or auction to be accomplished through a recycling program under which the property is collected, separated, or processed and returned to use in the form of raw materials in the production of new products.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
