| 13 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 8 | | SECTION 1. Section 28.0255(b), Education Code, is amended |
|---|
| 15 | 9 | | to read as follows: |
|---|
| 16 | 10 | | (b) This section applies only to a school district: |
|---|
| 17 | 11 | | (1) with an enrollment of more than 150,000 |
|---|
| 18 | 12 | | students[;] and |
|---|
| 19 | 13 | | [(2)] located primarily in a county with [that has] a |
|---|
| 20 | 14 | | population of 2.2 million or more [and] that is adjacent to a county |
|---|
| 21 | 15 | | with a population of more than 600,000; or |
|---|
| 22 | 16 | | (2) with an enrollment of more than 5,000 but less than |
|---|
| 23 | 17 | | 7,000 students and located primarily in a county that contains the |
|---|
| 24 | 18 | | headwaters of the San Gabriel River. |

| 25 | 19 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 26 | 20 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 21 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 22 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 23 | | Act takes effect September 1, 2015. |
