 A BILL TO BE ENTITLED
 AN ACT
 relating to a study on the cost of a moratorium on administering
 certain assessment instruments.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  STUDY OF COSTS OF MORATORIUM ON CERTAIN
 ASSESSMENT INSTRUMENTS.  The Texas Education Agency, in
 coordination with the Legislative Budget Board, shall conduct a
 study of the costs, including the loss of any federal education
 funding, associated with placing a moratorium on administering the
 assessment instruments required under the No Child Left Behind Act
 of 2001 (20 U.S.C. Section 6301 et seq.).
 SECTION 2.  REPORT.  Not later than January 1, 2017, the
 Texas Education Agency shall deliver a report detailing the
 financial implications of a moratorium on administering assessment
 instruments under the No Child Left Behind Act of 2001 (20 U.S.C.
 Section 6301 et seq.) to the commissioner of education, governor,
 lieutenant governor, and speaker of the house of representatives.
 SECTION 3.  EXPIRATION.  This Act expires February 1, 2017.
 SECTION 4.  EFFECTIVE DATE.  This Act takes effect September
 1, 2015.
