| 7 | 7 | | relating to the online publication of information regarding campus |
|---|
| 8 | 8 | | expenditures made by junior college districts. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 61.065, Education Code, is amended by |
|---|
| 11 | 11 | | amending Subsection (a) and adding Subsections (c) and (d) to read |
|---|
| 12 | 12 | | as follows: |
|---|
| 13 | 13 | | (a) The comptroller of public accounts and the board jointly |
|---|
| 14 | 14 | | shall prescribe and periodically update a uniform system of |
|---|
| 15 | 15 | | financial accounting and reporting for institutions of higher |
|---|
| 16 | 16 | | education, including definitions of the elements of cost on the |
|---|
| 17 | 17 | | basis of which appropriations shall be made and financial records |
|---|
| 18 | 18 | | shall be maintained. [The board may require institutions to report |
|---|
| 19 | 19 | | additional financial information as the board considers |
|---|
| 20 | 20 | | necessary.] In order that the uniform system of financial |
|---|
| 21 | 21 | | accounting and reporting shall provide for maximum consistency with |
|---|
| 22 | 22 | | the national reporting system for higher education, the uniform |
|---|
| 23 | 23 | | system shall incorporate insofar as possible the provisions of the |
|---|
| 24 | 24 | | financial accounting and reporting manual published by the National |
|---|
| 25 | 25 | | Association of College and University Business Officers. The |
|---|
| 26 | 26 | | accounts of the institutions shall be maintained and audited in |
|---|
| 27 | 27 | | accordance with the approved reporting system. |
|---|
| 28 | 28 | | (c) The board shall adopt rules requiring each junior |
|---|
| 29 | 29 | | college district to publish on the district's website detailed |
|---|
| 30 | 30 | | financial information regarding the expenditures made during each |
|---|
| 31 | 31 | | state fiscal year with respect to each campus maintained by the |
|---|
| 32 | 32 | | district and regarding the source of those expended funds. The |
|---|
| 33 | 33 | | rules must require the information to be published in an accessible |
|---|
| 34 | 34 | | format not later than the 60th day after the end of the applicable |
|---|
| 35 | 35 | | state fiscal year. |
|---|
| 36 | 36 | | (d) The board may require institutions of higher education |
|---|
| 37 | 37 | | to report additional financial information as the board considers |
|---|
| 38 | 38 | | necessary. |
|---|
| 39 | 39 | | SECTION 2. The Texas Higher Education Coordinating Board |
|---|
| 40 | 40 | | shall adopt the rules required by Section 61.065(c), Education |
|---|
| 41 | 41 | | Code, as added by this Act, as soon as practicable after this Act |
|---|
| 42 | 42 | | takes effect. For that purpose, the coordinating board may adopt |
|---|
| 43 | 43 | | the initial rules in the manner provided by law for emergency rules. |
|---|
| 44 | 44 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 45 | 45 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 46 | 46 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 47 | 47 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 48 | 48 | | Act takes effect September 1, 2015. |
