55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the online publication of information regarding campus
88 expenditures made by junior college districts.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 61.065, Education Code, is amended by
1111 amending Subsection (a) and adding Subsections (c) and (d) to read
1212 as follows:
1313 (a) The comptroller of public accounts and the board jointly
1414 shall prescribe and periodically update a uniform system of
1515 financial accounting and reporting for institutions of higher
1616 education, including definitions of the elements of cost on the
1717 basis of which appropriations shall be made and financial records
1818 shall be maintained. [The board may require institutions to report
1919 additional financial information as the board considers
2020 necessary.] In order that the uniform system of financial
2121 accounting and reporting shall provide for maximum consistency with
2222 the national reporting system for higher education, the uniform
2323 system shall incorporate insofar as possible the provisions of the
2424 financial accounting and reporting manual published by the National
2525 Association of College and University Business Officers. The
2626 accounts of the institutions shall be maintained and audited in
2727 accordance with the approved reporting system.
2828 (c) The board shall adopt rules requiring each junior
2929 college district to publish on the district's website detailed
3030 financial information regarding the expenditures made during each
3131 state fiscal year with respect to each campus maintained by the
3232 district and regarding the source of those expended funds. The
3333 rules must require the information to be published in an accessible
3434 format not later than the 60th day after the end of the applicable
3535 state fiscal year.
3636 (d) The board may require institutions of higher education
3737 to report additional financial information as the board considers
3838 necessary.
3939 SECTION 2. The Texas Higher Education Coordinating Board
4040 shall adopt the rules required by Section 61.065(c), Education
4141 Code, as added by this Act, as soon as practicable after this Act
4242 takes effect. For that purpose, the coordinating board may adopt
4343 the initial rules in the manner provided by law for emergency rules.
4444 SECTION 3. This Act takes effect immediately if it receives
4545 a vote of two-thirds of all the members elected to each house, as
4646 provided by Section 39, Article III, Texas Constitution. If this
4747 Act does not receive the vote necessary for immediate effect, this
4848 Act takes effect September 1, 2015.
