                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 19, 2015      TO: Honorable Larry Taylor, Chair, Senate Committee on Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2186 by Cook (Relating to suicide prevention training for certain educators and other employees of a school district.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would require school district teachers, counselors, principals, and all other appropriate personnel to participate annually, rather than once, in suicide prevention training if the school district provided the training. The training must specifically address the prevention of youth suicide.The bill has no direct fiscal implications for the Foundation School Program (FSP) or the operations of the Texas Education Agency (TEA). The Department of State Health Services indicates that provisions of the bill could be absorbed within existing resources.  Local Government Impact There would be administrative costs to school districts to provide the training annually and districts may require the use of substitute teachers. The administrative costs would vary from district to district depending on whether the district offered the training and how many employees would need to be trained annually.
