       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   H.B. 2193 repeals Article 26.053 of the Code of Criminal Procedure, pertaining to the public defender's office in Randall County. In 2001, legislation passed that repealed numerous individual county public defenders offices in order to better organize and more uniformly administer the programs throughout the state. However, due to a clerical error, Randall County was not repealed among all of the other articles. This bill corrects the error.    H.B. 2193 amends current law relating to the office of a public defender appointed by the Commissioners Court of Randall County.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.    SECTION BY SECTION ANALYSIS   SECTION 1. Repealer: Article 26.053 (Public Defender in Randall County), Code of Criminal Procedure.    SECTION 2. Effective date: upon passage or September 1, 2015.
