22 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

23 | 8 | | SECTION 1. Section 3803.004(d), Special District Local Laws |
---|
24 | 9 | | Code, is amended to read as follows: |
---|
25 | 10 | | (d) The district will: |
---|
26 | 11 | | (1) promote the health, safety, and general welfare of |
---|
27 | 12 | | residents, employers, employees, and consumers in the district, and |
---|
28 | 13 | | of the public; |
---|
29 | 14 | | (2) provide needed funding for the greater Greenspoint |
---|
30 | 15 | | area to preserve, maintain, and enhance the economic health and |
---|
31 | 16 | | vitality of the area as a community and business center; [and] |
---|
32 | 17 | | (3) promote the health, safety, welfare, and enjoyment |
---|
33 | 18 | | of the public by providing pedestrian ways and by landscaping and |
---|
34 | 19 | | developing certain areas in the district, which are necessary for |
---|
35 | 20 | | the restoration, preservation, and enhancement of scenic and |
---|
36 | 21 | | aesthetic beauty; and |
---|
37 | 22 | | (4) eliminate unemployment and underemployment and |
---|
38 | 23 | | develop or expand transportation and commerce by providing or by |
---|
39 | 24 | | participating with other entities and educational institutions in |
---|
40 | 25 | | establishing, equipping, financing, and operating workforce |
---|
41 | 26 | | development, workforce education, and job training opportunities. |
---|
42 | 27 | | SECTION 2. Section 3803.051, Special District Local Laws |
---|
43 | 28 | | Code, is amended to read as follows: |
---|
44 | 29 | | Sec. 3803.051. BOARD OF DIRECTORS; TERMS. (a) The |
---|
45 | 30 | | district is governed by a board of 22 directors who serve staggered |
---|
46 | 31 | | terms of four years, with 11 directors' terms expiring June 1 of |
---|
47 | 32 | | each odd-numbered year. |
---|
48 | 33 | | (b) The board by resolution may increase or decrease the |
---|
49 | 34 | | number of directors on the board, but only if it is in the best |
---|
50 | 35 | | interest of the district to do so. The board may not: |
---|
51 | 36 | | (1) increase the number of directors to more than 30; |
---|
52 | 37 | | or |
---|
53 | 38 | | (2) decrease the number of directors to fewer than |
---|
54 | 39 | | nine. |
---|
55 | 40 | | SECTION 3. Subchapter C, Chapter 3803, Special District |
---|
56 | 41 | | Local Laws Code, is amended by adding Sections 3803.106 and |
---|
57 | 42 | | 3803.107 to read as follows: |
---|
58 | 43 | | Sec. 3803.106. PLANS FOR WORKFORCE DEVELOPMENT SERVICES. |
---|
59 | 44 | | (a) The district may develop and implement one or more plans for |
---|
60 | 45 | | workforce development services. The services may include: |
---|
61 | 46 | | (1) job training; |
---|
62 | 47 | | (2) workforce education; |
---|
63 | 48 | | (3) financing of special educational opportunities; |
---|
64 | 49 | | or |
---|
65 | 50 | | (4) other projects that promote workforce |
---|
66 | 51 | | development. |
---|
67 | 52 | | (b) To assist in implementing a plan for workforce |
---|
68 | 53 | | development services, the district may: |
---|
69 | 54 | | (1) accept a donation, grant, or loan from any person; |
---|
70 | 55 | | (2) work with a school at any level; |
---|
71 | 56 | | (3) work with any person that provides workforce |
---|
72 | 57 | | development money or projects; or |
---|
73 | 58 | | (4) participate with any other entity. |
---|
74 | 59 | | Sec. 3803.107. ANNEXATION OF LAND. The district may annex |
---|
75 | 60 | | land as provided by Subchapter J, Chapter 49, Water Code. |
---|
76 | 61 | | SECTION 4. Subchapter D, Chapter 3803, Special District |
---|
77 | 62 | | Local Laws Code, is amended by adding Section 3803.1515 to read as |
---|
78 | 63 | | follows: |
---|
79 | 64 | | Sec. 3803.1515. DISBURSEMENTS AND TRANSFERS OF MONEY. The |
---|
80 | 65 | | board by resolution shall establish the number of directors' |
---|
81 | 66 | | signatures and the procedure required for a disbursement or |
---|
82 | 67 | | transfer of the district's money. |
---|
83 | 68 | | SECTION 5. Section 3803.154(a), Special District Local Laws |
---|
84 | 69 | | Code, is amended to read as follows: |
---|
85 | 70 | | (a) The district may correct, add to, or delete an |
---|
86 | 71 | | assessment from its assessment rolls and collect an assessment due |
---|
87 | 72 | | under the correction, addition, or deletion if: |
---|
88 | 73 | | (1) the district gives [after] notice and hearing in |
---|
89 | 74 | | the manner required by Section 375.115, Local Government Code; or |
---|
90 | 75 | | (2) the change does not increase the amount of |
---|
91 | 76 | | assessment of any parcel of land. |
---|
92 | 77 | | SECTION 6. This Act takes effect immediately if it receives |
---|
93 | 78 | | a vote of two-thirds of all the members elected to each house, as |
---|
94 | 79 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
95 | 80 | | Act does not receive the vote necessary for immediate effect, this |
---|
96 | 81 | | Act takes effect September 1, 2015. |
