205 relating to the powers of the Greater Greenspoint Management
216 District of Harris County.
227 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
238 SECTION 1. Section 3803.004(d), Special District Local Laws
249 Code, is amended to read as follows:
2510 (d) The district will:
2611 (1) promote the health, safety, and general welfare of
2712 residents, employers, employees, and consumers in the district, and
2813 of the public;
2914 (2) provide needed funding for the greater Greenspoint
3015 area to preserve, maintain, and enhance the economic health and
3116 vitality of the area as a community and business center; [and]
3217 (3) promote the health, safety, welfare, and enjoyment
3318 of the public by providing pedestrian ways and by landscaping and
3419 developing certain areas in the district, which are necessary for
3520 the restoration, preservation, and enhancement of scenic and
3621 aesthetic beauty; and
3722 (4) eliminate unemployment and underemployment and
3823 develop or expand transportation and commerce by providing or by
3924 participating with other entities and educational institutions in
4025 establishing, equipping, financing, and operating workforce
4126 development, workforce education, and job training opportunities.
4227 SECTION 2. Section 3803.051, Special District Local Laws
4328 Code, is amended to read as follows:
4429 Sec. 3803.051. BOARD OF DIRECTORS; TERMS. (a) The
4530 district is governed by a board of 22 directors who serve staggered
4631 terms of four years, with 11 directors' terms expiring June 1 of
4732 each odd-numbered year.
4833 (b) The board by resolution may increase or decrease the
4934 number of directors on the board, but only if it is in the best
5035 interest of the district to do so. The board may not:
5136 (1) increase the number of directors to more than 30;
5237 or
5338 (2) decrease the number of directors to fewer than
5439 nine.
5540 SECTION 3. Subchapter C, Chapter 3803, Special District
5641 Local Laws Code, is amended by adding Sections 3803.106 and
5742 3803.107 to read as follows:
5843 Sec. 3803.106. PLANS FOR WORKFORCE DEVELOPMENT SERVICES.
5944 (a) The district may develop and implement one or more plans for
6045 workforce development services. The services may include:
6146 (1) job training;
6247 (2) workforce education;
6348 (3) financing of special educational opportunities;
6449 or
6550 (4) other projects that promote workforce
6651 development.
6752 (b) To assist in implementing a plan for workforce
6853 development services, the district may:
6954 (1) accept a donation, grant, or loan from any person;
7055 (2) work with a school at any level;
7156 (3) work with any person that provides workforce
7257 development money or projects; or
7358 (4) participate with any other entity.
7459 Sec. 3803.107. ANNEXATION OF LAND. The district may annex
7560 land as provided by Subchapter J, Chapter 49, Water Code.
7661 SECTION 4. Subchapter D, Chapter 3803, Special District
7762 Local Laws Code, is amended by adding Section 3803.1515 to read as
7863 follows:
7964 Sec. 3803.1515. DISBURSEMENTS AND TRANSFERS OF MONEY. The
8065 board by resolution shall establish the number of directors'
8166 signatures and the procedure required for a disbursement or
8267 transfer of the district's money.
8368 SECTION 5. Section 3803.154(a), Special District Local Laws
8469 Code, is amended to read as follows:
8570 (a) The district may correct, add to, or delete an
8671 assessment from its assessment rolls and collect an assessment due
8772 under the correction, addition, or deletion if:
8873 (1) the district gives [after] notice and hearing in
8974 the manner required by Section 375.115, Local Government Code; or
9075 (2) the change does not increase the amount of
9176 assessment of any parcel of land.
9277 SECTION 6. This Act takes effect immediately if it receives
9378 a vote of two-thirds of all the members elected to each house, as
9479 provided by Section 39, Article III, Texas Constitution. If this
9580 Act does not receive the vote necessary for immediate effect, this
9681 Act takes effect September 1, 2015.
