| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter J, Chapter 21, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 21.4512 to read as follows: |
|---|
| 12 | 12 | | Sec. 21.4512. LEADERSHIP DEVELOPMENT ACTIVITIES FOR |
|---|
| 13 | 13 | | ADMINISTRATORS. (a) From funds appropriated for that purpose, the |
|---|
| 14 | 14 | | commissioner may develop and award grants to school districts, |
|---|
| 15 | 15 | | regional education service centers, nonprofit organizations, and |
|---|
| 16 | 16 | | institutions of higher education for establishing and providing |
|---|
| 17 | 17 | | advanced leadership development activities in the staff |
|---|
| 18 | 18 | | development training of principals and other administrators. |
|---|
| 19 | 19 | | (b) The training under this section shall include as core |
|---|
| 20 | 20 | | program elements the best practices, as determined by the |
|---|
| 21 | 21 | | commissioner, of the most effective administrator preparation |
|---|
| 22 | 22 | | programs that are designed to prepare administrators to improve |
|---|
| 23 | 23 | | student achievement. |
|---|
| 24 | 24 | | (c) The commissioner may give preference to a school |
|---|
| 25 | 25 | | district, regional education service center, or institution of |
|---|
| 26 | 26 | | higher education conducting leadership development activities |
|---|
| 27 | 27 | | under this section that applies for a grant in partnership with a |
|---|
| 28 | 28 | | state or national organization that has demonstrated success in the |
|---|
| 29 | 29 | | development and implementation of school leadership programs. |
|---|
| 30 | 30 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2015. |
