77 relating to leadership development of public school

99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter J, Chapter 21, Education Code, is
1111 amended by adding Section 21.4512 to read as follows:
1212 Sec. 21.4512. LEADERSHIP DEVELOPMENT ACTIVITIES FOR
1313 ADMINISTRATORS. (a) From funds appropriated for that purpose, the
1414 commissioner may develop and award grants to school districts,
1515 regional education service centers, nonprofit organizations, and
1616 institutions of higher education for establishing and providing
1717 advanced leadership development activities in the staff
1818 development training of principals and other administrators.
1919 (b) The training under this section shall include as core
2020 program elements the best practices, as determined by the
2121 commissioner, of the most effective administrator preparation
2222 programs that are designed to prepare administrators to improve
2323 student achievement.
2424 (c) The commissioner may give preference to a school
2525 district, regional education service center, or institution of
2626 higher education conducting leadership development activities
2727 under this section that applies for a grant in partnership with a
2828 state or national organization that has demonstrated success in the
2929 development and implementation of school leadership programs.
3030 SECTION 2. This Act takes effect immediately if it receives
3131 a vote of two-thirds of all the members elected to each house, as
3232 provided by Section 39, Article III, Texas Constitution. If this
3333 Act does not receive the vote necessary for immediate effect, this
3434 Act takes effect September 1, 2015.
