77 relating to voter registration applications.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 13.073, Election Code, is amended by
1010 amending Subsection (a) and adding Subsection (b-1) to read as
1111 follows:
1212 (a) Except as provided by Subsection (b) or (b-1), the
1313 registrar shall deliver written notice of the reason for the
1414 rejection of an application to the applicant not later than the
1515 second day after the date of rejection.
1616 (b-1) Before rejecting an application on which an applicant
1717 provided an e-mail address, the registrar may notify an applicant
1818 by e-mail that the registrar needs additional information to
1919 approve the application, including correcting an applicant's date
2020 of birth, spelling of the applicant's name, or providing additional
2121 information to correct an address or county of residence. The
2222 registrar shall make a reasonable effort to contact the applicant
2323 by e-mail. If no response is received before the third day after the
2424 date the registrar sends the notification, the registrar may reject
2525 the application.
2626 SECTION 2. Section 13.122(a), Election Code, is amended to
2727 read as follows:
2828 (a) In addition to the other statements and spaces for
2929 entering information that appear on an officially prescribed
3030 registration application form, each official form must include:
3131 (1) the statement: "I understand that giving false
3232 information to procure a voter registration is perjury and a crime
3333 under state and federal law.";
3434 (2) a space for the applicant's registration number;
3535 (3) a space for the applicant's Texas driver's license
3636 number or number of a personal identification card issued by the
3737 Department of Public Safety;
3838 (4) a space for the applicant's telephone number;
3939 (5) a space for the applicant's social security
4040 number;
4141 (6) a space for the applicant's sex;
4242 (7) a statement indicating that the furnishing of the
4343 applicant's telephone number, e-mail address, and sex is optional;
4444 (8) a space or box for indicating whether the
4545 applicant or voter is submitting new registration information or a
4646 change in current registration information;
4747 (9) a statement instructing a voter who is using the
4848 form to make a change in current registration information to enter
4949 the voter's name and the changed information in the appropriate
5050 spaces on the form;
5151 (10) a statement that if the applicant declines to
5252 register to vote, that fact will remain confidential and will be
5353 used only for voter registration purposes;
5454 (11) a statement that if the applicant does register
5555 to vote, information regarding the agency or office to which the
5656 application is submitted will remain confidential and will be used
5757 only for voter registration purposes;
5858 (12) a space or box for indicating whether the
5959 applicant is interested in working as an election judge;
6060 (13) a statement warning that a conviction for making
6161 a false statement may result in imprisonment for up to the maximum
6262 amount of time provided by law, a fine of up to the maximum amount
6363 provided by law, or both the imprisonment and the fine; [and]
6464 (14) a space for the applicant's e-mail address; and
6565 (15) any other voter registration information
6666 required by federal law or considered appropriate and required by
6767 the secretary of state.
6868 SECTION 3. This Act takes effect September 1, 2015.
