66 AN ACT
77 relating to the service areas of certain junior college districts.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 130.168, Education Code, is amended to
1010 read as follows:
1111 Sec. 130.168. BLINN JUNIOR COLLEGE DISTRICT SERVICE AREA.
1212 The service area of the Blinn College District includes the
1313 territory within:
1414 (1) Washington, Burleson, Brazos, Madison, and
1515 Grimes[, and Waller] counties;
1616 (2) the Mumford, Hearne, and Franklin independent
1717 school districts located in Robertson County;
1818 (3) Austin County, other than the territory within the
1919 Brazos [Wallis-Orchard] Independent School District;
2020 (4) the Milano and Gause independent school districts
2121 located in Milam County;
2222 (5) the part of the Richards Independent School
2323 District that is located in Walker and Montgomery counties;
2424 (6) the part of the Bryan Independent School District
2525 that is located in Robertson County;
2626 (7) Fayette County, other than the territory within
2727 the Smithville Independent School District;
2828 (8) Lee County, other than the territory within the
2929 Elgin Independent School District; [and]
3030 (9) the part of the Lexington Independent School
3131 District that is located in Bastrop, Milam, and Williamson
3232 counties; and
3333 (10) the Hempstead and Royal independent school
3434 districts located in Waller County.
3535 SECTION 2. Section 130.191, Education Code, is amended to
3636 read as follows:
3737 Sec. 130.191. LONE STAR COLLEGE SYSTEM DISTRICT SERVICE
3838 AREA. The service area of the Lone Star College System District
3939 includes the territory within:
4040 (1) the Aldine, Conroe, Cypress-Fairbanks, Humble,
4141 New Caney, Spring, Tomball, Magnolia, Willis, Montgomery,
4242 Splendora, Cleveland, Tarkington, Waller, and Klein independent
4343 school districts; and
4444 (2) the Huntsville and New Waverly independent school
4545 districts in Walker County.
4646 SECTION 3. Section 130.211, Education Code, is amended to
4747 read as follows:
4848 Sec. 130.211. WHARTON COUNTY JUNIOR COLLEGE DISTRICT
4949 SERVICE AREA. The service area of the Wharton County Junior College
5050 District includes the territory within:
5151 (1) Wharton County;
5252 (2) the Needville Independent School District in Fort
5353 Bend County;
5454 (3) the Brazos [Wallis-Orchard] Independent School
5555 District located in Austin County;
5656 (4) the Columbus and Weimar [Weimer] independent
5757 school districts located in Colorado County;
5858 (5) the Rice Consolidated Independent School District
5959 located in Colorado County;
6060 (6) the [Kendleton and] Lamar Consolidated
6161 Independent School District [independent school districts] located
6262 in Fort Bend County;
6363 (7) the Bay City, Boling, Matagorda, Palacios,
6464 Tidehaven, and Van Vleck independent school districts located in
6565 Matagorda County;
6666 (8) the Ganado Independent School District located in
6767 Jackson County; and
6868 (9) the incorporated area and extraterritorial
6969 jurisdiction of the City of Sugar Land located in Fort Bend County.
7070 SECTION 4. The change in law made by this Act applies
7171 beginning with the 2015 fall semester, except that during the
7272 2015-2016 academic year the Blinn Junior College District may
7373 continue to treat the area removed by this Act from the district's
7474 service area as if the area were still in the district's service
7575 area as necessary to avoid an unreasonable interruption of junior
7676 college services in the area.
7777 SECTION 5. This Act takes effect immediately if it receives
7878 a vote of two-thirds of all the members elected to each house, as
7979 provided by Section 39, Article III, Texas Constitution. If this
8080 Act does not receive the vote necessary for immediate effect, this
8181 Act takes effect September 1, 2015.
