88 AN ACT
99 relating to child and adolescent interaction education and training
1010 for certain peace and reserve law enforcement officers.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Sections 1701.253(c) and (j), Occupations Code,
1313 are amended to read as follows:
1414 (c) As part of the minimum curriculum requirements, the
1515 commission shall establish a statewide comprehensive education and
1616 training program on civil rights, racial sensitivity, [and]
1717 cultural diversity, and youth development and psychology for
1818 persons licensed under this chapter.
1919 (j) As part of the minimum curriculum requirements, the
2020 commission shall require an officer to complete a statewide
2121 education and training program on de-escalation and crisis
2222 intervention techniques to facilitate interaction with persons,
2323 including children and adolescents, with mental and behavioral
2424 health needs. The program may include training on positive
2525 behavioral interventions and supports, conflict resolution
2626 techniques, and restorative justice techniques [impairments]. An
2727 officer shall complete the program not later than the second
2828 anniversary of the date the officer is licensed under this chapter
2929 or the date the officer applies for an intermediate proficiency
3030 certificate, whichever date is earlier. An officer may not satisfy
3131 the requirements of this subsection [section] or Section
3232 1701.402(g) by taking an online course on de-escalation and crisis
3333 intervention techniques to facilitate interaction with persons
3434 with mental and behavioral health needs [impairments].
3535 SECTION 2. Sections 1701.402(g) and (i), Occupations Code,
3636 are amended to read as follows:
3737 (g) As a requirement for an intermediate proficiency
3838 certificate or an advanced proficiency certificate, an officer must
3939 complete the education and training program described by Section
4040 1701.253 regarding de-escalation and crisis intervention
4141 techniques to facilitate interaction with persons, including
4242 children and adolescents, with mental and behavioral health needs
4343 [impairments].
4444 (i) As a requirement for an intermediate proficiency
4545 certificate, an officer must complete an education and training
4646 program on civil rights, racial sensitivity, [and] cultural
4747 diversity, and youth development and psychology established by the
4848 commission under Section 1701.253(c).
4949 SECTION 3. This Act takes effect September 1, 2015.
