11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Sections 1701.253(c) and (j), Occupations Code, |
---|
13 | 13 | | are amended to read as follows: |
---|
14 | 14 | | (c) As part of the minimum curriculum requirements, the |
---|
15 | 15 | | commission shall establish a statewide comprehensive education and |
---|
16 | 16 | | training program on civil rights, racial sensitivity, [and] |
---|
17 | 17 | | cultural diversity, and youth development and psychology for |
---|
18 | 18 | | persons licensed under this chapter. |
---|
19 | 19 | | (j) As part of the minimum curriculum requirements, the |
---|
20 | 20 | | commission shall require an officer to complete a statewide |
---|
21 | 21 | | education and training program on de-escalation and crisis |
---|
22 | 22 | | intervention techniques to facilitate interaction with persons, |
---|
23 | 23 | | including children and adolescents, with mental and behavioral |
---|
24 | 24 | | health needs. The program may include training on positive |
---|
25 | 25 | | behavioral interventions and supports, conflict resolution |
---|
26 | 26 | | techniques, and restorative justice techniques [impairments]. An |
---|
27 | 27 | | officer shall complete the program not later than the second |
---|
28 | 28 | | anniversary of the date the officer is licensed under this chapter |
---|
29 | 29 | | or the date the officer applies for an intermediate proficiency |
---|
30 | 30 | | certificate, whichever date is earlier. An officer may not satisfy |
---|
31 | 31 | | the requirements of this subsection [section] or Section |
---|
32 | 32 | | 1701.402(g) by taking an online course on de-escalation and crisis |
---|
33 | 33 | | intervention techniques to facilitate interaction with persons |
---|
34 | 34 | | with mental and behavioral health needs [impairments]. |
---|
35 | 35 | | SECTION 2. Sections 1701.402(g) and (i), Occupations Code, |
---|
36 | 36 | | are amended to read as follows: |
---|
37 | 37 | | (g) As a requirement for an intermediate proficiency |
---|
38 | 38 | | certificate or an advanced proficiency certificate, an officer must |
---|
39 | 39 | | complete the education and training program described by Section |
---|
40 | 40 | | 1701.253 regarding de-escalation and crisis intervention |
---|
41 | 41 | | techniques to facilitate interaction with persons, including |
---|
42 | 42 | | children and adolescents, with mental and behavioral health needs |
---|
43 | 43 | | [impairments]. |
---|
44 | 44 | | (i) As a requirement for an intermediate proficiency |
---|
45 | 45 | | certificate, an officer must complete an education and training |
---|
46 | 46 | | program on civil rights, racial sensitivity, [and] cultural |
---|
47 | 47 | | diversity, and youth development and psychology established by the |
---|
48 | 48 | | commission under Section 1701.253(c). |
---|
49 | 49 | | SECTION 3. This Act takes effect September 1, 2015. |
