| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 130.168, Education Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | Sec. 130.168. BLINN JUNIOR COLLEGE DISTRICT SERVICE AREA. |
|---|
| 12 | 12 | | The service area of the Blinn College District includes the |
|---|
| 13 | 13 | | territory within: |
|---|
| 14 | 14 | | (1) Washington, Burleson, Brazos, Madison, and |
|---|
| 15 | 15 | | Grimes[, and Waller] counties; |
|---|
| 16 | 16 | | (2) the Mumford, Hearne, and Franklin independent |
|---|
| 17 | 17 | | school districts located in Robertson County; |
|---|
| 18 | 18 | | (3) Austin County, other than the territory within the |
|---|
| 19 | 19 | | Brazos [Wallis-Orchard] Independent School District; |
|---|
| 20 | 20 | | (4) the Milano and Gause independent school districts |
|---|
| 21 | 21 | | located in Milam County; |
|---|
| 22 | 22 | | (5) the part of the Richards Independent School |
|---|
| 23 | 23 | | District that is located in Walker and Montgomery counties; |

| 49 | 49 | | SERVICE AREA. The service area of the Wharton County Junior College |

| 50 | 50 | | District includes the territory within: |

| 51 | 51 | | (1) Wharton County; |
|---|
| 52 | 52 | | (2) the Needville Independent School District in Fort |
|---|
| 53 | 53 | | Bend County; |
|---|
| 54 | 54 | | (3) the Brazos [Wallis-Orchard] Independent School |
|---|
| 55 | 55 | | District located in Austin County; |
|---|
| 56 | 56 | | (4) the Columbus and Weimar [Weimer] independent |
|---|
| 57 | 57 | | school districts located in Colorado County; |
|---|
| 58 | 58 | | (5) the Rice Consolidated Independent School District |
|---|
| 59 | 59 | | located in Colorado County; |

| 60 | 60 | | (6) the [Kendleton and] Lamar Consolidated |

| 69 | 69 | | jurisdiction of the City of Sugar Land located in Fort Bend County. |

| 70 | 70 | | SECTION 4. The change in law made by this Act applies |
|---|
| 71 | 71 | | beginning with the 2015 fall semester, except that during the |
|---|
| 72 | 72 | | 2015-2016 academic year the Blinn Junior College District may |
|---|
| 73 | 73 | | continue to treat the area removed by this Act from the district's |
|---|
| 74 | 74 | | service area as if the area were still in the district's service |
|---|
| 75 | 75 | | area as necessary to avoid an unreasonable interruption of junior |
|---|
| 76 | 76 | | college services in the area. |
|---|
| 77 | 77 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 78 | 78 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 79 | 79 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 80 | 80 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 81 | 81 | | Act takes effect September 1, 2015. |
|---|
