| 10 | 10 | SECTION 1. Section 5.103, Water Code, is amended by adding | |
| 11 | 11 | Subsection (e) to read as follows: | |
| 12 | 12 | (e) For each proposed rule, the commission shall | |
| 13 | 13 | incorporate into the fiscal note required by Section 2001.024, | |
| 14 | 14 | Government Code, a draft impact analysis describing the anticipated | |
| 15 | 15 | effects of the proposed rule. The draft impact analysis, at a | |
| 16 | 16 | minimum, must meet the requirements of an analysis under Section | |
| 17 | 17 | 2001.0225, Government Code. | |
| 18 | 18 | SECTION 2. The change in law made by this Act applies only | |
| 19 | 19 | to a rule proposed by the Texas Commission on Environmental Quality | |
| 20 | 20 | for which notice is given under Sections 2001.023 and 2001.024, | |
| 21 | 21 | Government Code, on or after December 1, 2015. | |
| 22 | 22 | SECTION 3. This Act takes effect September 1, 2015. |
