| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Sections 86.0015(a) and (b), Election Code, are |
|---|
| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | (a) This section applies only to an application for a ballot |
|---|
| 12 | 12 | | to be voted by mail that[: |
|---|
| 13 | 13 | | [(1)] is submitted to the county clerk indicating the |
|---|
| 14 | 14 | | ground of eligibility is age, [or] disability, or absence from |
|---|
| 15 | 15 | | county of residence [; and |
|---|
| 16 | 16 | | [(2) does not specify the election for which a ballot |
|---|
| 17 | 17 | | is requested]. |
|---|
| 18 | 18 | | (b) An application described by Subsection (a) is |
|---|
| 19 | 19 | | considered to be an application for a ballot for each election in |
|---|
| 20 | 20 | | which the county clerk serves as early voting clerk and: |
|---|
| 21 | 21 | | (1) in which the applicant is eligible to vote; and |
|---|
| 22 | 22 | | (2) that occurs before the earlier of the date: |
|---|
| 23 | 23 | | (A) [the end of the calendar year in which the |
|---|
| 24 | 24 | | application was submitted; or |
|---|
| 25 | 25 | | [(B) the date] the county clerk receives notice |
|---|
| 26 | 26 | | from the voter registrar under Subsection (d) that the voter has |
|---|
| 27 | 27 | | submitted a change in registration information; or |
|---|
| 28 | 28 | | (B) the voter is no longer eligible for early |
|---|
| 29 | 29 | | voting by mail under Section 82.001, if the voter became eligible |
|---|
| 30 | 30 | | under that section. |
|---|
| 31 | 31 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 32 | 32 | | to an application for a ballot to be voted by mail received on or |
|---|
| 33 | 33 | | after the effective date of this Act. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect January 1, 2016. |
