| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 84.002, Election Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (c) to read as follows: |
|---|
| 12 | 12 | | (c) An application for a ballot to be voted by mail may |
|---|
| 13 | 13 | | indicate a change of residence address. If the voter includes a |
|---|
| 14 | 14 | | change of residence address in the voter's application, the early |
|---|
| 15 | 15 | | voting clerk shall notify the appropriate voter registrars of the |
|---|
| 16 | 16 | | change and the registrars shall update the voter's voter |
|---|
| 17 | 17 | | registration information accordingly. |

| 18 | 18 | | SECTION 2. Section 84.011, Election Code, is amended by |
|---|
| 19 | 19 | | adding Subsection (c) to read as follows: |
|---|
| 20 | 20 | | (c) The officially prescribed application form for an early |
|---|
| 21 | 21 | | voting ballot to be voted by mail must include a space for the voter |
|---|
| 22 | 22 | | to provide a change of residence address. |
|---|
| 23 | 23 | | SECTION 3. Section 86.001(e), Election Code, is amended to |
|---|
| 24 | 24 | | read as follows: |
|---|
| 25 | 25 | | (e) If the applicant does not have an effective voter |
|---|
| 26 | 26 | | registration for the election, the clerk shall reject the |
|---|
| 27 | 27 | | application unless: |
|---|
| 28 | 28 | | (1) the clerk can determine from the voter registrar |
|---|
| 29 | 29 | | that the applicant has submitted a voter registration application |
|---|
| 30 | 30 | | and the registration will be effective on election day; or |
|---|
| 31 | 31 | | (2) the voter has provided a change of residence |
|---|
| 32 | 32 | | address on the voter's application for a ballot to be voted by mail |
|---|
| 33 | 33 | | and the voter's registration will be effective on election day. |
|---|
| 34 | 34 | | SECTION 4. This Act takes effect September 1, 2015. |
