 A BILL TO BE ENTITLED
 AN ACT
 relating to the definition of marriage in this state and the
 prohibition against the creation or recognition of a marriage
 between persons of the same sex or a civil union.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 6.204, Family Code, is amended by adding
 Subsection (e) to read as follows:
 (e)  Section 32, Article I, Texas Constitution, and
 Subsections (b) and (c) of this section apply regardless of whether
 a federal court ruling or other federal law provides that a
 prohibition against the creation or recognition of a same-sex
 marriage or a civil union is not permitted under the United States
 Constitution.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
