 A BILL TO BE ENTITLED
 AN ACT
 relating to identifying teen pregnancy crisis areas.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 531, Government Code, is
 amended by adding Section 531.0997 to read as follows:
 Sec. 531.0997.  TEEN PREGNANCY CRISIS AREA REPORT. (a)  In
 this section, "teen pregnancy crisis area" means a zip code area in
 which the teen birth rate is at least two times the national teen
 birth rate.
 (b)  The commission, using information available from the
 Department of State Health Services and the United States Centers
 for Disease Control and Prevention or other information the
 commission determines is reliable, shall prepare an annual report
 on teen pregnancy crisis areas.
 (c)  The report must include:
 (1)  a list of teen pregnancy crisis areas; and
 (2)  a list of zip code areas that were classified as
 teen pregnancy crisis areas during the previous year, but are no
 longer teen pregnancy crisis areas.
 (d)  Not later than December 1 of each year, the commission
 shall post the report on the commission's Internet website.
 SECTION 2.  Not later than December 1, 2015, the Health and
 Human Services Commission shall prepare and post on the
 commission's Internet website the initial report required under
 Section 531.0997, Government Code, as added by this Act.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
