| 14 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 8 | | SECTION 1. Chapter 387, Local Government Code, is amended |
|---|
| 16 | 9 | | by adding Section 387.0031 to read as follows: |
|---|
| 17 | 10 | | Sec. 387.0031. INCLUSION OF ROADS IN CERTAIN DISTRICTS. |
|---|
| 18 | 11 | | (a) This section applies only to a district created by a county with |
|---|
| 19 | 12 | | a population of more than 580,000 that borders a county with a |
|---|
| 20 | 13 | | population of more than four million. |
|---|
| 21 | 14 | | (b) The governing body of a district by order may include in |
|---|
| 22 | 15 | | the district a portion of a road, including associated drainage |
|---|
| 23 | 16 | | areas, that is located in a municipality located in the county that |
|---|
| 24 | 17 | | created the district if the municipality consents to the inclusion. |
|---|
| 25 | 18 | | An election is not required to approve an order described by this |
|---|
| 26 | 19 | | subsection. |
|---|
| 27 | 20 | | (c) The district may use money available to the district to |
|---|
| 28 | 21 | | perform maintenance or improvement on a road and the associated |
|---|
| 29 | 22 | | drainage areas included in the district in accordance with this |
|---|
| 30 | 23 | | section. |
|---|
| 31 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 32 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 28 | | Act takes effect September 1, 2015. |
