| 8 | 8 | | who provide mathematics instruction to students in kindergarten |
|---|
| 9 | 9 | | through grade three. |
|---|
| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter J, Chapter 21, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 21.4553 to read as follows: |
|---|
| 13 | 13 | | Sec. 21.4553. TEACHER MATHEMATICS ACHIEVEMENT ACADEMIES. |
|---|
| 14 | 14 | | (a) The commissioner shall develop and make available mathematics |
|---|
| 15 | 15 | | achievement academies for teachers who provide mathematics |
|---|
| 16 | 16 | | instruction to students at the kindergarten or first, second, or |
|---|
| 17 | 17 | | third grade level. |
|---|
| 18 | 18 | | (b) A mathematics achievement academy developed under this |
|---|
| 19 | 19 | | section must include training in effective and systematic |
|---|
| 20 | 20 | | instructional practices in mathematics, including measurement, |
|---|
| 21 | 21 | | problem solving, and analyzing and describing geometric shapes, |
|---|
| 22 | 22 | | figures, and patterns. |
|---|
| 23 | 23 | | (c) The commissioner shall adopt criteria for selecting |
|---|
| 24 | 24 | | teachers who may attend a mathematics achievement academy. In |
|---|
| 25 | 25 | | adopting selection criteria under this subsection, the |
|---|
| 26 | 26 | | commissioner shall require granting a priority to teachers employed |
|---|
| 27 | 27 | | by school districts in which 50 percent or more of the students |
|---|
| 28 | 28 | | enrolled are educationally disadvantaged. |
|---|
| 29 | 29 | | (d) From funds appropriated for that purpose, a teacher who |
|---|
| 30 | 30 | | attends a mathematics achievement academy is entitled to receive a |
|---|
| 31 | 31 | | stipend in the amount determined by the commissioner. A stipend |
|---|
| 32 | 32 | | received under this subsection is not considered in determining |
|---|
| 33 | 33 | | whether a district is paying the teacher the minimum monthly salary |
|---|
| 34 | 34 | | under Section 21.402. |
|---|
| 35 | 35 | | (e) On request of the commissioner, regional education |
|---|
| 36 | 36 | | service centers shall assist the commissioner and agency with |
|---|
| 37 | 37 | | training and other activities relating to the development and |
|---|
| 38 | 38 | | operation of mathematics achievement academies. |
|---|
| 39 | 39 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2015. |
