The bill would amend the Occupations Code relating to the transfer of the regulation of licensed dyslexia practitioners and licensed dyslexia therapists to the Texas Department of Licensing and Regulation (TDLR). The bill would transfer duties and responsibilities of administering the Licensed Dyslexia Practitioner and Therapists from the Department of State Health Services (DSHS) to TDLR. The bill would require TDLR to establish an advisory committee to advise the department in administering the program. According to information provided by DSHS, the program transfer will involve approximately 1,040 licensees. The program currently generates $70,000 each fiscal year in General Revenue from fees. Based on analysis from DSHS and TDLR, the bill would not result in a significant fiscal impact to the state. Based on information provided by TDLR, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015. Local Government Impact No fiscal implication to units of local government is anticipated.
