The bill would amend the Education Code to require the Higher Education Coordinating Board to ensure that the common application admissions forms for institutions of higher education collect information necessary to determine if an applicant is eligible for an exemption from tuition and fees as an adopted student formerly in foster or other residential care. The bill would also require the Higher Education Coordinating Board to adopt rules requiring institutions of higher education to send information about the exemption for adopted students formerly in foster or other residential care to eligible applicants. Based on the analysis of information provided by the Higher Education Coordinating Board and institutions of higher education, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
