| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 13.144, Election Code, is amended by |
|---|
| 11 | 11 | | amending Subsection (a) and adding Subsection (d) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (a) Except as provided by Subsection (d), not [Not] later |
|---|
| 14 | 14 | | than the 30th day after the date the registrar receives the |
|---|
| 15 | 15 | | application, the registrar shall deliver the original of an initial |
|---|
| 16 | 16 | | certificate: |
|---|
| 17 | 17 | | (1) in person to the applicant or the applicant's agent |
|---|
| 18 | 18 | | appointed under Section 13.003; or |
|---|
| 19 | 19 | | (2) by mail to the applicant. |
|---|
| 20 | 20 | | (d) The registrar may not deliver an initial certificate |
|---|
| 21 | 21 | | during the 30 days immediately preceding an election in which the |
|---|
| 22 | 22 | | applicant's registration will not be effective. |
|---|
| 23 | 23 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 24 | 24 | | to a voter registration certificate for which an application is |
|---|
| 25 | 25 | | received by the voter registrar on or after September 1, 2015. |
|---|
| 26 | 26 | | SECTION 3. This Act takes effect September 1, 2015. |
