66 AN ACT
77 relating to the eligibility requirements of deputy voter
88 registrars.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 12.006, Election Code, is amended by
1111 amending Subsection (a) and adding Subsection (g) to read as
1212 follows:
1313 (a) The registrar may appoint one or more deputy registrars
1414 to assist in the registration of voters, subject to Subsections
1515 [Subsection] (e) and (g).
1616 (g) To be eligible for appointment as a regular deputy
1717 registrar under this section, a person must reside in the county for
1818 which the person is appointed or an adjacent county.
1919 SECTION 2. Section 13.031(d), Election Code, is amended to
2020 read as follows:
2121 (d) To be eligible for appointment as a volunteer deputy
2222 registrar, a person must:
2323 (1) be 18 years of age or older;
2424 (2) not have been finally convicted of a felony or, if
2525 so convicted, must have:
2626 (A) fully discharged the person's sentence,
2727 including any term of incarceration, parole, or supervision, or
2828 completed a period of probation ordered by any court; or
2929 (B) been pardoned or otherwise released from the
3030 resulting disability to vote;
3131 (3) meet the requirements to be a qualified voter
3232 under Section 11.002 except that the person is not required to be a
3333 registered voter; [and]
3434 (4) not have been finally convicted of an offense
3535 under Section 32.51, Penal Code; and
3636 (5) reside in the county for which the person is
3737 appointed or an adjacent county.
3838 SECTION 3. The appointment of a person serving as a regular
3939 deputy registrar or volunteer deputy registrar who does not meet
4040 the eligibility requirements of Section 12.006 or 13.031, Election
4141 Code, as amended by this Act, expires on the effective date of this
4242 Act. The secretary of state shall prescribe procedures necessary
4343 to implement this section.
4444 SECTION 4. This Act takes effect September 1, 2015.
