                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 21, 2015      TO: Honorable Gary Elkins, Chair, House Committee on Government Transparency & Operation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3019 by Kuempel (Relating to the competitive bid process for construction during contracting and delivery of construction projects.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Government Code to prohibit governmental entities from unreasonably restricting or eliminating consideration of construction materials used in a contract. The bill would also disallow governmental entities from specifying a prohibition on the use of certain construction materials meeting required recognized standards such as the American Society for Testing and Materials. Based on sample of state agencies, no fiscal impact to the State is anticipated. Local Government Impact No fiscal implication to units of local government is anticipated.
