| 11 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 10 | | SECTION 1. DEFINITIONS. In this Act: |
|---|
| 13 | 11 | | (1) "Extension service" means the Texas A&M AgriLife |
|---|
| 14 | 12 | | Extension Service. |
|---|
| 15 | 13 | | (2) "Predatory animals" means coyotes and feral hogs. |
|---|
| 16 | 14 | | SECTION 2. PILOT PROGRAM. (a) The Parks and Wildlife |
|---|
| 17 | 15 | | Department and the extension service jointly shall create and |
|---|
| 18 | 16 | | administer a pilot program to make grants for the control of |
|---|
| 19 | 17 | | predatory animals to a county or a nonprofit organization located |
|---|
| 20 | 18 | | or operating in a county that: |
|---|
| 21 | 19 | | (1) has a population less than 3,000; |
|---|
| 22 | 20 | | (2) contains a state natural area; and |
|---|
| 23 | 21 | | (3) is adjacent to two counties that border the United |
|---|
| 24 | 22 | | Mexican States. |
|---|
| 25 | 23 | | (b) The Parks and Wildlife Commission, in consultation with |
|---|
| 26 | 24 | | the extension service, shall adopt rules to implement the pilot |
|---|
| 27 | 25 | | program, including rules to govern: |
|---|
| 28 | 26 | | (1) the qualifications for receiving a grant, |
|---|
| 29 | 27 | | including the qualifications for nonprofit organizations; |
|---|
| 30 | 28 | | (2) grant amounts; and |
|---|
| 31 | 29 | | (3) conditions for the use of grant money. |
|---|
| 32 | 30 | | SECTION 3. EXPIRATION DATE. This Act expires September 1, |
|---|
| 33 | 31 | | 2017. |
|---|
| 34 | 32 | | SECTION 4. EFFECTIVE DATE. This Act takes effect September |
|---|
| 35 | 33 | | 1, 2015. |
