77 relating to electronic voter registration.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter A, Chapter 13, Election Code, is
1010 amended by adding Section 13.009 to read as follows:
1111 Sec. 13.009. ELECTRONIC VOTER REGISTRATION. (a) The
1212 secretary of state shall implement a program to allow a person who
1313 has a valid driver's license or personal identification card issued
1414 in this state to complete a voter registration application over the
1515 Internet from the official website of this state and the websites of
1616 the secretary of state, the Department of Public Safety, and
1717 counties participating in the program.
1818 (b) An applicant for electronic voter registration must:
1919 (1) attest to the truth of the information provided on
2020 the application by affirmatively accepting the information as true;
2121 and
2222 (2) affirmatively consent to the use of the address
2323 and signature on the applicant's driver's license or personal
2424 identification card for voter registration purposes.
2525 (c) For each application submitted, the program shall
2626 require that a digital copy of the applicant's signature be
2727 obtained from the Department of Public Safety.
2828 (d) An application submitted under this section is
2929 considered for all purposes as an application submitted by mail
3030 under this title.
3131 (e) The secretary of state shall adopt rules as necessary to
3232 implement this section, including rules to provide for additional
3333 security measures necessary to ensure the accuracy and integrity of
3434 applications submitted electronically.
3535 (f) The rules adopted under Subsection (e) must require that
3636 each Internet website through which a person may complete a voter
3737 registration application include a description of the offense
3838 described by Section 13.007 in a conspicuous location on the
3939 website near the place where the person begins or submits the
4040 application.
4141 SECTION 2. This Act takes effect September 1, 2015.
