| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter A, Chapter 13, Election Code, is |
|---|
| 10 | 10 | | amended by adding Section 13.009 to read as follows: |
|---|
| 11 | 11 | | Sec. 13.009. ELECTRONIC VOTER REGISTRATION. (a) The |
|---|
| 12 | 12 | | secretary of state shall implement a program to allow a person who |
|---|
| 13 | 13 | | has a valid driver's license or personal identification card issued |
|---|
| 14 | 14 | | in this state to complete a voter registration application over the |
|---|
| 15 | 15 | | Internet from the official website of this state and the websites of |
|---|
| 16 | 16 | | the secretary of state, the Department of Public Safety, and |
|---|
| 17 | 17 | | counties participating in the program. |
|---|
| 18 | 18 | | (b) An applicant for electronic voter registration must: |
|---|
| 19 | 19 | | (1) attest to the truth of the information provided on |
|---|
| 20 | 20 | | the application by affirmatively accepting the information as true; |
|---|
| 21 | 21 | | and |
|---|
| 22 | 22 | | (2) affirmatively consent to the use of the address |
|---|
| 23 | 23 | | and signature on the applicant's driver's license or personal |
|---|
| 24 | 24 | | identification card for voter registration purposes. |
|---|
| 25 | 25 | | (c) For each application submitted, the program shall |
|---|
| 26 | 26 | | require that a digital copy of the applicant's signature be |
|---|
| 27 | 27 | | obtained from the Department of Public Safety. |
|---|
| 28 | 28 | | (d) An application submitted under this section is |
|---|
| 29 | 29 | | considered for all purposes as an application submitted by mail |
|---|
| 30 | 30 | | under this title. |
|---|
| 31 | 31 | | (e) The secretary of state shall adopt rules as necessary to |
|---|
| 32 | 32 | | implement this section, including rules to provide for additional |
|---|
| 33 | 33 | | security measures necessary to ensure the accuracy and integrity of |
|---|
| 34 | 34 | | applications submitted electronically. |
|---|
| 35 | 35 | | (f) The rules adopted under Subsection (e) must require that |
|---|
| 36 | 36 | | each Internet website through which a person may complete a voter |
|---|
| 37 | 37 | | registration application include a description of the offense |
|---|
| 38 | 38 | | described by Section 13.007 in a conspicuous location on the |
|---|
| 39 | 39 | | website near the place where the person begins or submits the |
|---|
| 40 | 40 | | application. |
|---|
| 41 | 41 | | SECTION 2. This Act takes effect September 1, 2015. |
