| 8 | 8 | SECTION 1. Subchapter E, Chapter 39, Education Code, is | |
| 9 | 9 | amended by adding Section 39.1031 to read as follows: | |
| 10 | 10 | Sec. 39.1031. READING EXCELLENCE TEAMS. (a) | |
| 11 | 11 | The | |
| 12 | 12 | commissioner shall establish and make available reading excellence | |
| 13 | 13 | teams to school campuses rated academically unacceptable under | |
| 14 | 14 | Section 39.054 on the basis of student performance on the reading | |
| 15 | 15 | assessment instrument administered under Section 39.023(a) to | |
| 16 | 16 | students in grade three. | |
| 17 | 17 | (b) A reading excellence team assigned to a specific campus | |
| 18 | 18 | will work with that campus and review the results of the campus's | |
| 19 | 19 | reading instruments administered under Section 28.006 from the two | |
| 20 | 20 | previous school years to determine which campus classrooms the | |
| 21 | 21 | reading excellence team will assist. | |
| 22 | 22 | (c) The commissioner shall adopt criteria for selecting | |
| 23 | 23 | highly trained reading instruction specialists to serve on the | |
| 24 | 24 | reading excellence teams. | |
| 25 | 25 | SECTION 2. This Act takes effect September 1, 2015. |
