| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 29.011, Education Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (a-1) to read as follows: |
|---|
| 12 | 12 | | (a-1) In adopting procedures for compliance with federal |
|---|
| 13 | 13 | | requirements under Subsection (a), the commissioner shall require |
|---|
| 14 | 14 | | that a student's individualized education program include: |
|---|
| 15 | 15 | | (1) appropriate measurable postsecondary goals based |
|---|
| 16 | 16 | | on age-appropriate transition assessments related to training, |
|---|
| 17 | 17 | | education, employment, and, as appropriate, independent living |
|---|
| 18 | 18 | | skills; and |
|---|
| 19 | 19 | | (2) the transition services, including courses of |
|---|
| 20 | 20 | | study, needed to assist the student in reaching the student's |
|---|
| 21 | 21 | | postsecondary goals. |
|---|
| 22 | 22 | | SECTION 2. This Act applies beginning with the 2015-2016 |
|---|
| 23 | 23 | | school year. |
|---|
| 24 | 24 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2015. |
