| 7 | 7 | | procurement consolidation of all state agencies in state |
|---|
| 8 | 8 | | government. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. Subchapter B, Chapter 403, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 403.03057 to read as follows: |
|---|
| 12 | 12 | | Sec. 403.03057. CENTRALIZED STATE PROCUREMENT STUDY. (a) |
|---|
| 13 | 13 | | The comptroller in cooperation with the Governor's Office of |
|---|
| 14 | 14 | | Budget, Planning, and Policy shall conduct a study examining the |
|---|
| 15 | 15 | | feasibility and practicability of streamlining and consolidating |
|---|
| 16 | 16 | | state purchasing and procurement into either fewer offices |
|---|
| 17 | 17 | | departments or agencies; or one office, department, or agency. The |
|---|
| 18 | 18 | | study must examine the extent to which cost savings to the state can |
|---|
| 19 | 19 | | be achieved through: |
|---|
| 20 | 20 | | (1) the removal of certain offices and departments for |
|---|
| 21 | 21 | | each agency that currently possesses a dedicated department for |
|---|
| 22 | 22 | | purchasing and procurement; and |
|---|
| 23 | 23 | | (2) the consolidation or reduction of the number of |
|---|
| 24 | 24 | | state vendors by which the state can leverage its purchasing power. |
|---|
| 25 | 25 | | (b) The comptroller shall prepare and deliver to the |
|---|
| 26 | 26 | | governor, the lieutenant governor, and each member of the |
|---|
| 27 | 27 | | legislature a report of findings from this study that include: |
|---|
| 28 | 28 | | (1) a detailed projection of expected savings or costs |
|---|
| 29 | 29 | | to the state resulting in consolidation of state purchasing and |
|---|
| 30 | 30 | | procurement; and |
|---|
| 31 | 31 | | (2) a report on the process by which the legislature or |
|---|
| 32 | 32 | | executive branch would need to undertake in order to implement |
|---|
| 33 | 33 | | consolidation of state purchasing and procurement; |
|---|
| 34 | 34 | | (3) a listing of offices, departments, or agencies |
|---|
| 35 | 35 | | currently responsible for purchasing or procurement in every agency |
|---|
| 36 | 36 | | in this state; and |
|---|
| 37 | 37 | | (4) the total cost to the state of each office, |
|---|
| 38 | 38 | | department, or agency that is currently responsible for purchasing |
|---|
| 39 | 39 | | or procurement in every agency in this state. |
|---|
| 40 | 40 | | (5) The comptroller shall prepare, deliver, and post |
|---|
| 41 | 41 | | this report not later than December 31, 2017. |
|---|
| 42 | 42 | | (c) This section expires January 1, 2018. |
|---|
| 43 | 43 | | SECTION 2. This Act takes effect September 1, 2015. |
