44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to mandating a study by the state comptroller on
77 procurement consolidation of all state agencies in state
88 government.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 403, Government Code, is
1111 amended by adding Section 403.03057 to read as follows:
1212 Sec. 403.03057. CENTRALIZED STATE PROCUREMENT STUDY. (a)
1313 The comptroller in cooperation with the Governor's Office of
1414 Budget, Planning, and Policy shall conduct a study examining the
1515 feasibility and practicability of streamlining and consolidating
1616 state purchasing and procurement into either fewer offices
1717 departments or agencies; or one office, department, or agency. The
1818 study must examine the extent to which cost savings to the state can
1919 be achieved through:
2020 (1) the removal of certain offices and departments for
2121 each agency that currently possesses a dedicated department for
2222 purchasing and procurement; and
2323 (2) the consolidation or reduction of the number of
2424 state vendors by which the state can leverage its purchasing power.
2525 (b) The comptroller shall prepare and deliver to the
2626 governor, the lieutenant governor, and each member of the
2727 legislature a report of findings from this study that include:
2828 (1) a detailed projection of expected savings or costs
2929 to the state resulting in consolidation of state purchasing and
3030 procurement; and
3131 (2) a report on the process by which the legislature or
3232 executive branch would need to undertake in order to implement
3333 consolidation of state purchasing and procurement;
3434 (3) a listing of offices, departments, or agencies
3535 currently responsible for purchasing or procurement in every agency
3636 in this state; and
3737 (4) the total cost to the state of each office,
3838 department, or agency that is currently responsible for purchasing
3939 or procurement in every agency in this state.
4040 (5) The comptroller shall prepare, deliver, and post
4141 this report not later than December 31, 2017.
4242 (c) This section expires January 1, 2018.
4343 SECTION 2. This Act takes effect September 1, 2015.
