99 relating to a database for prospective employers to qualify
1010 veterans' military service experience and employment
1111 qualifications.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Chapter 302, Labor Code, is amended by adding
1414 Subchapter H to read as follows:
1515 SUBCHAPTER H. VETERAN EMPLOYMENT EXPERIENCE DATABASE
1616 Sec. 302.201. DEFINITION. In this subchapter, "veteran"
1717 has the meaning assigned by 38 U.S.C. Section 101(2).
1818 Sec. 302.202. DATABASE. (a) The commission shall develop
1919 and maintain a web-based searchable database through which
2020 prospective employers may qualify a veteran's:
2121 (1) military service experience; and
2222 (2) employment qualifications related to specific
2323 skills.
2424 (b) The database must allow the conversion of a veteran's
2525 military service experience into the approximate equivalent
2626 civilian employment experience and skills that the veteran
2727 possesses by virtue of that service.
2828 (c) The database may not collect, retrieve, store, or use
2929 any identifying information of a veteran. In this subsection,
3030 "identifying information" has the meaning assigned by Section
3131 32.51, Penal Code.
3232 Sec. 302.203. RULES. The commission may adopt rules to
3333 implement this subchapter.
3434 SECTION 2. The Texas Workforce Commission shall develop and
3535 implement the veteran employment experience database as required by
3636 Subchapter H, Chapter 302, Labor Code, as added by this Act, as soon
3737 as practicable after the effective date of this Act.
3838 SECTION 3. This Act takes effect immediately if it receives
3939 a vote of two-thirds of all the members elected to each house, as
4040 provided by Section 39, Article III, Texas Constitution. If this
4141 Act does not receive the vote necessary for immediate effect, this
4242 Act takes effect September 1, 2015.
