24 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

25 | 8 | | SECTION 1. Subchapter B, Chapter 402, Government Code, is |
---|
26 | 9 | | amended by adding Section 402.038 to read as follows: |
---|
27 | 10 | | Sec. 402.038. DOMESTIC VIOLENCE HIGH RISK TEAMS GRANT |
---|
28 | 11 | | PROGRAM. (a) A domestic violence high risk team is a |
---|
29 | 12 | | multidisciplinary team that coordinates efforts to increase the |
---|
30 | 13 | | safety of victims of family violence, as that term is defined by |
---|
31 | 14 | | Section 71.004, Family Code, by monitoring and containing |
---|
32 | 15 | | perpetrators while providing victim services. The team may be |
---|
33 | 16 | | composed of law enforcement officers, prosecutors, community |
---|
34 | 17 | | supervision and corrections departments, victim advocates, |
---|
35 | 18 | | nonprofit organizations that provide services or shelter to victims |
---|
36 | 19 | | of family violence, and medical personnel. The team members work |
---|
37 | 20 | | together to share information and communicate to provide the best |
---|
38 | 21 | | possible responses to victims at high risk. |
---|
39 | 22 | | (b) Using money appropriated for the purpose, the attorney |
---|
40 | 23 | | general may award grants to domestic violence high risk teams in |
---|
41 | 24 | | communities in this state. |
---|
42 | 25 | | (c) The attorney general shall request proposals for the |
---|
43 | 26 | | award of grants under this section. The attorney general shall |
---|
44 | 27 | | evaluate the proposals and award grants based on the need for |
---|
45 | 28 | | domestic violence services in the community in which the team is |
---|
46 | 29 | | located and the effectiveness or potential effectiveness of the |
---|
47 | 30 | | team. |
---|
48 | 31 | | (d) A grant recipient may use grant money received under |
---|
49 | 32 | | this section only to fund the activities of a domestic violence high |
---|
50 | 33 | | risk team in reducing or preventing incidents of domestic violence |
---|
51 | 34 | | and providing domestic violence services to victims. |
---|
52 | 35 | | (e) The attorney general shall establish procedures to |
---|
53 | 36 | | administer the grant program, including a procedure for the |
---|
54 | 37 | | submission of a proposal and a procedure to be used by the attorney |
---|
55 | 38 | | general in evaluating a proposal. |
---|
56 | 39 | | (f) To supplement any appropriations for the grant program, |
---|
57 | 40 | | the attorney general shall apply for any available federal grant |
---|
58 | 41 | | funds for the prevention of domestic violence. |
---|
59 | 42 | | SECTION 2. This Act takes effect September 1, 2015. |
