55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the allocation of grants from the transportation
88 infrastructure fund.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 256.103(b), Transportation Code, is
1111 amended to read as follows:
1212 (b) Grants distributed during a fiscal year must be
1313 allocated among counties as follows:
1414 (1) 15 [20] percent according to weight tolerance
1515 permits, determined by the ratio of weight tolerance permits issued
1616 in the preceding fiscal year for the county that designated a county
1717 energy transportation reinvestment zone to the total number of
1818 weight tolerance permits issued in the state in that fiscal year, as
1919 determined by the Texas Department of Motor Vehicles;
2020 (2) 15 [20] percent according to oil and gas
2121 production taxes, determined by the ratio of oil and gas production
2222 taxes collected by the comptroller in the preceding fiscal year in
2323 the county that designated a county energy transportation
2424 reinvestment zone to the total amount of oil and gas production
2525 taxes collected in the state in that fiscal year, as determined by
2626 the comptroller;
2727 (3) 40 [50] percent according to well completions,
2828 determined by the ratio of well completions in the preceding fiscal
2929 year in the county that designated a county energy transportation
3030 reinvestment zone to the total number of well completions in the
3131 state in that fiscal year, as determined by the Railroad Commission
3232 of Texas; and
3333 (4) 30 [10] percent according to the volume of oil and
3434 gas waste injected, determined by the ratio of the volume of oil and
3535 gas waste injected in the preceding fiscal year in the county that
3636 designated a county energy transportation reinvestment zone to the
3737 total volume of oil and gas waste injected in the state in that
3838 fiscal year, as determined by the Railroad Commission of Texas.
3939 SECTION 2. This Act takes effect September 1, 2015.
