55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the automatic admission of certain transfer students to
88 general academic teaching institutions.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. The heading to Section 51.8035, Education Code,
1111 is amended to read as follows:
1212 Sec. 51.8035. AUTOMATIC ADMISSION OF CERTAIN TRANSFER
1313 APPLICANTS [COMPLETING CORE CURRICULUM AT ANOTHER INSTITUTION].
1414 SECTION 2. Section 51.8035(a)(2), Education Code, is
1515 amended to read as follows:
1616 (2) "General academic teaching institution" and
1717 "public junior college" have [has] the meanings [meaning] assigned
1818 by Section 61.003.
1919 SECTION 3. Section 51.8035, Education Code, is amended by
2020 amending Subsections (b) and (c) and adding Subsection (e) to read
2121 as follows:
2222 (b) A general academic teaching institution shall admit an
2323 applicant for admission to the institution as a transfer
2424 undergraduate student who submits a completed application for
2525 admission as a transfer student before the expiration of any
2626 application filing deadline established by the institution and:
2727 (1) who:
2828 (A) graduated from high school not earlier than
2929 the fourth school year before the academic year for which the
3030 applicant seeks admission to the institution as a transfer student
3131 and:
3232 (i) [(A)] qualified for automatic
3333 admission to a general academic teaching institution under Section
3434 51.803 at the time of graduation; or
3535 (ii) [(B)] was previously offered
3636 admission under this subchapter to the institution to which the
3737 applicant seeks admission as a transfer student;
3838 (B) [(2)] first enrolled in a public junior
3939 college or other public or private lower-division institution of
4040 higher education not earlier than the third academic year before
4141 the academic year for which the applicant seeks admission; and
4242 (C) [(3)] completed the core curriculum at a
4343 public junior college or other public or private lower-division
4444 institution of higher education with a cumulative grade point
4545 average of at least 2.5 on a four-point scale or the equivalent; or
4646 (2) who enrolled in a public junior college and
4747 completed at least 60 semester credit hours with a cumulative grade
4848 point average in the top 10 percent of cumulative grade point
4949 averages for all students of the public junior college who
5050 completed at least 60 semester credit hours at the public junior
5151 college during the academic year in which the applicant completed
5252 those semester credit hours, as determined by the public junior
5353 college under Subsection (e), provided the applicant completed the
5454 majority of the applicant's semester credit hours at the public
5555 junior college [and
5656 [(4) submits a completed application for admission as
5757 a transfer student before the expiration of any application filing
5858 deadline established by the institution].
5959 (c) For purposes of Subsection (b)(1) [this section],
6060 transfer semester credit hours from a different institution of
6161 higher education and semester credit hours earned by examination
6262 shall be included in determining whether the person completed the
6363 core curriculum at an institution of higher education.
6464 (e) For purposes of Subsection (b)(2), as soon as
6565 practicable following each academic year, each public junior
6666 college shall calculate and report to the Texas Higher Education
6767 Coordinating Board the minimum cumulative grade point average
6868 required for a student at the public junior college to qualify for
6969 transfer admission under that subdivision.
7070 SECTION 4. The changes in law made by this Act to Section
7171 51.8035, Education Code, apply beginning with admissions to an
7272 institution of higher education for the 2016-2017 academic year.
7373 Admissions to an institution of higher education for an academic
7474 year before that academic year are governed by the law in effect
7575 immediately before the effective date of this Act, and the former
7676 law is continued in effect for that purpose.
7777 SECTION 5. This Act takes effect September 1, 2015.
