| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. The heading to Section 51.8035, Education Code, |
|---|
| 11 | 11 | | is amended to read as follows: |
|---|
| 12 | 12 | | Sec. 51.8035. AUTOMATIC ADMISSION OF CERTAIN TRANSFER |
|---|
| 13 | 13 | | APPLICANTS [COMPLETING CORE CURRICULUM AT ANOTHER INSTITUTION]. |

| 14 | 14 | | SECTION 2. Section 51.8035(a)(2), Education Code, is |
|---|
| 15 | 15 | | amended to read as follows: |
|---|
| 16 | 16 | | (2) "General academic teaching institution" and |
|---|
| 17 | 17 | | "public junior college" have [has] the meanings [meaning] assigned |
|---|
| 18 | 18 | | by Section 61.003. |
|---|
| 19 | 19 | | SECTION 3. Section 51.8035, Education Code, is amended by |
|---|
| 20 | 20 | | amending Subsections (b) and (c) and adding Subsection (e) to read |
|---|
| 21 | 21 | | as follows: |
|---|
| 22 | 22 | | (b) A general academic teaching institution shall admit an |
|---|
| 23 | 23 | | applicant for admission to the institution as a transfer |
|---|
| 24 | 24 | | undergraduate student who submits a completed application for |
|---|
| 25 | 25 | | admission as a transfer student before the expiration of any |
|---|
| 26 | 26 | | application filing deadline established by the institution and: |
|---|
| 27 | 27 | | (1) who: |
|---|
| 28 | 28 | | (A) graduated from high school not earlier than |
|---|
| 29 | 29 | | the fourth school year before the academic year for which the |
|---|
| 30 | 30 | | applicant seeks admission to the institution as a transfer student |
|---|
| 31 | 31 | | and: |
|---|
| 32 | 32 | | (i) [(A)] qualified for automatic |
|---|
| 33 | 33 | | admission to a general academic teaching institution under Section |
|---|
| 34 | 34 | | 51.803 at the time of graduation; or |
|---|
| 35 | 35 | | (ii) [(B)] was previously offered |
|---|
| 36 | 36 | | admission under this subchapter to the institution to which the |
|---|
| 37 | 37 | | applicant seeks admission as a transfer student; |
|---|
| 38 | 38 | | (B) [(2)] first enrolled in a public junior |
|---|
| 39 | 39 | | college or other public or private lower-division institution of |
|---|
| 40 | 40 | | higher education not earlier than the third academic year before |
|---|
| 41 | 41 | | the academic year for which the applicant seeks admission; and |
|---|
| 42 | 42 | | (C) [(3)] completed the core curriculum at a |
|---|
| 43 | 43 | | public junior college or other public or private lower-division |
|---|
| 44 | 44 | | institution of higher education with a cumulative grade point |
|---|
| 45 | 45 | | average of at least 2.5 on a four-point scale or the equivalent; or |
|---|
| 46 | 46 | | (2) who enrolled in a public junior college and |
|---|
| 47 | 47 | | completed at least 60 semester credit hours with a cumulative grade |
|---|
| 48 | 48 | | point average in the top 10 percent of cumulative grade point |
|---|
| 49 | 49 | | averages for all students of the public junior college who |
|---|
| 50 | 50 | | completed at least 60 semester credit hours at the public junior |
|---|
| 51 | 51 | | college during the academic year in which the applicant completed |
|---|
| 52 | 52 | | those semester credit hours, as determined by the public junior |
|---|
| 53 | 53 | | college under Subsection (e), provided the applicant completed the |
|---|
| 54 | 54 | | majority of the applicant's semester credit hours at the public |
|---|
| 55 | 55 | | junior college [and |
|---|
| 56 | 56 | | [(4) submits a completed application for admission as |
|---|
| 57 | 57 | | a transfer student before the expiration of any application filing |
|---|
| 58 | 58 | | deadline established by the institution]. |
|---|
| 59 | 59 | | (c) For purposes of Subsection (b)(1) [this section], |
|---|
| 60 | 60 | | transfer semester credit hours from a different institution of |
|---|
| 61 | 61 | | higher education and semester credit hours earned by examination |
|---|
| 62 | 62 | | shall be included in determining whether the person completed the |
|---|
| 63 | 63 | | core curriculum at an institution of higher education. |
|---|
| 64 | 64 | | (e) For purposes of Subsection (b)(2), as soon as |
|---|
| 65 | 65 | | practicable following each academic year, each public junior |
|---|
| 66 | 66 | | college shall calculate and report to the Texas Higher Education |
|---|
| 67 | 67 | | Coordinating Board the minimum cumulative grade point average |
|---|
| 68 | 68 | | required for a student at the public junior college to qualify for |
|---|
| 69 | 69 | | transfer admission under that subdivision. |
|---|
| 70 | 70 | | SECTION 4. The changes in law made by this Act to Section |
|---|
| 71 | 71 | | 51.8035, Education Code, apply beginning with admissions to an |
|---|
| 72 | 72 | | institution of higher education for the 2016-2017 academic year. |
|---|
| 73 | 73 | | Admissions to an institution of higher education for an academic |
|---|
| 74 | 74 | | year before that academic year are governed by the law in effect |
|---|
| 75 | 75 | | immediately before the effective date of this Act, and the former |
|---|
| 76 | 76 | | law is continued in effect for that purpose. |
|---|
| 77 | 77 | | SECTION 5. This Act takes effect September 1, 2015. |
