88 AN ACT
99 relating to providing for endorsements for public high school
1010 students enrolled in special education programs.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 28.025, Education Code, is amended by
1313 adding Subsections (c-7) and (c-8) to read as follows:
1414 (c-7) Subject to Subsection (c-8), a student who is enrolled
1515 in a special education program under Subchapter A, Chapter 29, may
1616 earn an endorsement on the student's transcript by:
1717 (1) successfully completing, with or without
1818 modification of the curriculum:
1919 (A) the curriculum requirements identified by
2020 the State Board of Education under Subsection (a); and
2121 (B) the additional endorsement curriculum
2222 requirements prescribed by the State Board of Education under
2323 Subsection (c-2); and
2424 (2) successfully completing all curriculum
2525 requirements for that endorsement adopted by the State Board of
2626 Education:
2727 (A) without modification of the curriculum; or
2828 (B) with modification of the curriculum if the
2929 courses are part of a coherent sequence of coursework that is
3030 sufficiently rigorous as determined by the student's admission,
3131 review, and dismissal committee.
3232 (c-8) For purposes of Subsection (c-7), the admission,
3333 review, and dismissal committee of a student in a special education
3434 program under Subchapter A, Chapter 29, shall determine whether the
3535 student is required to achieve satisfactory performance on an
3636 end-of-course assessment instrument to earn an endorsement on the
3737 student's transcript.
3838 SECTION 2. This Act applies beginning with the 2015-2016
3939 school year.
4040 SECTION 3. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2015.
