| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 28.025, Education Code, is amended by |
|---|
| 13 | 13 | | adding Subsections (c-7) and (c-8) to read as follows: |
|---|
| 14 | 14 | | (c-7) Subject to Subsection (c-8), a student who is enrolled |
|---|
| 15 | 15 | | in a special education program under Subchapter A, Chapter 29, may |
|---|
| 16 | 16 | | earn an endorsement on the student's transcript by: |
|---|
| 17 | 17 | | (1) successfully completing, with or without |
|---|
| 18 | 18 | | modification of the curriculum: |
|---|
| 19 | 19 | | (A) the curriculum requirements identified by |
|---|
| 20 | 20 | | the State Board of Education under Subsection (a); and |
|---|
| 21 | 21 | | (B) the additional endorsement curriculum |
|---|
| 22 | 22 | | requirements prescribed by the State Board of Education under |
|---|
| 23 | 23 | | Subsection (c-2); and |
|---|
| 24 | 24 | | (2) successfully completing all curriculum |
|---|
| 25 | 25 | | requirements for that endorsement adopted by the State Board of |
|---|
| 26 | 26 | | Education: |
|---|
| 27 | 27 | | (A) without modification of the curriculum; or |
|---|
| 28 | 28 | | (B) with modification of the curriculum if the |
|---|
| 29 | 29 | | courses are part of a coherent sequence of coursework that is |
|---|
| 30 | 30 | | sufficiently rigorous as determined by the student's admission, |
|---|
| 31 | 31 | | review, and dismissal committee. |
|---|
| 32 | 32 | | (c-8) For purposes of Subsection (c-7), the admission, |
|---|
| 33 | 33 | | review, and dismissal committee of a student in a special education |
|---|
| 34 | 34 | | program under Subchapter A, Chapter 29, shall determine whether the |
|---|
| 35 | 35 | | student is required to achieve satisfactory performance on an |
|---|
| 36 | 36 | | end-of-course assessment instrument to earn an endorsement on the |
|---|
| 37 | 37 | | student's transcript. |
|---|
| 38 | 38 | | SECTION 2. This Act applies beginning with the 2015-2016 |
|---|
| 39 | 39 | | school year. |
|---|
| 40 | 40 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 41 | 41 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 42 | 42 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 43 | 43 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 44 | 44 | | Act takes effect September 1, 2015. |
