136 political party.
147 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
158 SECTION 1. Section 171.054, Election Code, is amended to
169 read as follows:
1710 Sec. 171.054. COMMITTEE COMPOSITION: DISTRICT SITUATED IN
1811 MORE THAN ONE COUNTY; FIRST MEETING. (a) The district executive
1912 committee for a district situated in more than one county consists
2013 of the members of each county executive committee who reside in the
2114 district [:
2215 [(1) the county chair of each county that is wholly
2316 situated in the district; and
2417 [(2) one precinct chair from each county that is only
2518 partly situated in the district, elected by and from among the
2619 precinct chairs of the precincts in that part of the county].
2720 (b) The [Except as provided by Subsection (c), the] state
2821 [county] chair shall call a meeting of the district executive
2922 committee to convene either as a whole in one location or separately
3023 in each county in the district at any time after the precinct chairs
3124 take office to fill a vacancy in a nomination or to transact any
3225 other business by the committee [elect the precinct chair who is to
3326 serve on a district executive committee]. The state [county] chair
3427 shall notify the members of the district executive committee
3528 [appropriate precinct chairs] in advance of the [meeting of its]
3629 time, place, and purpose of any meeting or meetings. [Not later
3730 than the third day after the date the district executive committee
3831 member is elected, the county chair shall deliver to the state chair
3932 written notice of the name and address of the person elected.]
4033 (c) If a vacancy exists in the office of senatorial district
4134 [precinct] chair for a county [on a senatorial district executive
4235 committee] immediately before the date for conducting the regular
4336 drawing for a place on the general primary ballot, the appropriate
4437 county executive committee members [precinct chairs] shall convene
4538 on that date at the hour and place specified by the county chair to
4639 elect that officer.
4740 (d) If the district executive committee is meeting as a
4841 whole in one location, the [The] members of the [a district
4942 executive] committee shall elect a chair at the committee's first
5043 meeting from among the committee membership. If the district
5144 executive committee is meeting separately in each county, the
5245 members meeting in each county shall elect a chair at the
5346 committee's first meeting from among the committee membership in
5447 that county.
5548 (e) For the purposes of filling a vacancy in a nomination,
5649 the [The] state chair shall canvass the votes of the district
5750 executive committee when meeting separately in each county and make
5851 the certification required by Section 145.037 [call the first
5952 meeting of the district executive committee and shall notify each
6053 committee member in advance of the meeting of its time, place, and
6154 purpose].
6255 (f) The state executive committee shall by rule determine
6356 the quorum requirements for a district executive committee to
6457 conduct business.
6558 (g) The state executive committee may by rule require a
6659 specific deadline for filling vacancies on a district executive
6760 committee prior to that committee filling a vacancy in nomination
6861 for public office, but may not set the deadline for a date later
6962 than the date that the vacancy in nomination for public office must
7063 be filled. A rule adopted under this subsection may also include a
7164 requirement that a county executive committee publicly post on the
7265 committee's website the names and addresses of district executive
7366 committee members as of the deadline specified in the rule.
7467 SECTION 2. This Act takes effect September 1, 2015.
