12	5		relating to the composition of a district executive committee of a
13	6		political party.
14	7		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
15	8		SECTION 1. Section 171.054, Election Code, is amended to
16	9		read as follows:
17	10		Sec. 171.054. COMMITTEE COMPOSITION: DISTRICT SITUATED IN
18	11		MORE THAN ONE COUNTY; FIRST MEETING. (a) The district executive
19	12		committee for a district situated in more than one county consists
20	13		of the members of each county executive committee who reside in the
21	14		district [:
22	15		[(1) the county chair of each county that is wholly
23	16		situated in the district; and
24	17		[(2) one precinct chair from each county that is only
25	18		partly situated in the district, elected by and from among the
26	19		precinct chairs of the precincts in that part of the county].
27	20		(b) The [Except as provided by Subsection (c), the] state
28	21		[county] chair shall call a meeting of the district executive
29	22		committee to convene either as a whole in one location or separately
30	23		in each county in the district at any time after the precinct chairs
31	24		take office to fill a vacancy in a nomination or to transact any
32	25		other business by the committee [elect the precinct chair who is to
33	26		serve on a district executive committee]. The state [county] chair
34	27		shall notify the members of the district executive committee
35	28		[appropriate precinct chairs] in advance of the [meeting of its]
36	29		time, place, and purpose of any meeting or meetings. [Not later
37	30		than the third day after the date the district executive committee
38	31		member is elected, the county chair shall deliver to the state chair
39	32		written notice of the name and address of the person elected.]
40	33		(c) If a vacancy exists in the office of senatorial district
41	34		[precinct] chair for a county [on a senatorial district executive
42	35		committee] immediately before the date for conducting the regular
43	36		drawing for a place on the general primary ballot, the appropriate
44	37		county executive committee members [precinct chairs] shall convene
45	38		on that date at the hour and place specified by the county chair to
46	39		elect that officer.
47	40		(d) If the district executive committee is meeting as a
48	41		whole in one location, the [The] members of the [a district
49	42		executive] committee shall elect a chair at the committee's first
50	43		meeting from among the committee membership. If the district
51	44		executive committee is meeting separately in each county, the
52	45		members meeting in each county shall elect a chair at the
53	46		committee's first meeting from among the committee membership in
54	47		that county.
55	48		(e) For the purposes of filling a vacancy in a nomination,
56	49		the [The] state chair shall canvass the votes of the district
57	50		executive committee when meeting separately in each county and make
58	51		the certification required by Section 145.037 [call the first
59	52		meeting of the district executive committee and shall notify each
60	53		committee member in advance of the meeting of its time, place, and
61	54		purpose].
62	55		(f) The state executive committee shall by rule determine
63	56		the quorum requirements for a district executive committee to
64	57		conduct business.
65	58		(g) The state executive committee may by rule require a
66	59		specific deadline for filling vacancies on a district executive
67	60		committee prior to that committee filling a vacancy in nomination
68	61		for public office, but may not set the deadline for a date later
69	62		than the date that the vacancy in nomination for public office must
70	63		be filled. A rule adopted under this subsection may also include a
71	64		requirement that a county executive committee publicly post on the
72	65		committee's website the names and addresses of district executive
73	66		committee members as of the deadline specified in the rule.
74	67		SECTION 2. This Act takes effect September 1, 2015.
