225 relating to lobbying activities and the registration of lobbyists.
236 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
247 SECTION 1. Section 305.002, Government Code, is amended by
258 adding Subdivision (2-a) to read as follows:
269 (2-a) "Communicates directly with a member of the
2710 legislative or executive branch to influence legislation or
2811 administrative action" or any variation of the phrase includes
2912 establishing goodwill with the member for the purpose of later
3013 communicating with the member to influence legislation or
3114 administrative action.
3215 SECTION 2. Section 305.003, Government Code, is amended by
3316 adding Subsections (b-3) and (b-4) to read as follows:
3417 (b-3) Subsection (a)(2) does not require a person to
3518 register if the person spends not more than 26 hours, or another
3619 amount of time determined by the commission, for which the person is
3720 compensated or reimbursed during the calendar quarter engaging in
3821 activity, including preparatory activity as defined by the
3922 commission, to communicate directly with a member of the
4023 legislative or executive branch to influence legislation or
4124 administrative action.
4225 (b-4) If a person spends more than eight hours in a single
4326 day engaging in activity to communicate directly with a member of
4427 the legislative or executive branch to influence legislation or
4528 administrative action, the person is considered to have engaged in
4629 the activity for only eight hours during that day for purposes of
4730 Subsection (b-3).
4831 SECTION 3. Section 305.003, Government Code, as amended by
4932 this Act, applies only to a registration or registration renewal
5033 required to be filed under Chapter 305, Government Code, on or after
5134 the effective date of this Act. A registration or registration
5235 renewal required to be filed under Chapter 305, Government Code,
5336 before the effective date of this Act is governed by the law in
5437 effect on the date the registration or registration renewal is due,
5538 and the former law is continued in effect for that purpose.
5639 SECTION 4. This Act takes effect September 1, 2015.
