22	5		relating to lobbying activities and the registration of lobbyists.
23	6		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
24	7		SECTION 1. Section 305.002, Government Code, is amended by
25	8		adding Subdivision (2-a) to read as follows:
26	9		(2-a) "Communicates directly with a member of the
27	10		legislative or executive branch to influence legislation or
28	11		administrative action" or any variation of the phrase includes
29	12		establishing goodwill with the member for the purpose of later
30	13		communicating with the member to influence legislation or
31	14		administrative action.
32	15		SECTION 2. Section 305.003, Government Code, is amended by
33	16		adding Subsections (b-3) and (b-4) to read as follows:
34	17		(b-3) Subsection (a)(2) does not require a person to
35	18		register if the person spends not more than 26 hours, or another
36	19		amount of time determined by the commission, for which the person is
37	20		compensated or reimbursed during the calendar quarter engaging in
38	21		activity, including preparatory activity as defined by the
39	22		commission, to communicate directly with a member of the
40	23		legislative or executive branch to influence legislation or
41	24		administrative action.
42	25		(b-4) If a person spends more than eight hours in a single
43	26		day engaging in activity to communicate directly with a member of
44	27		the legislative or executive branch to influence legislation or
45	28		administrative action, the person is considered to have engaged in
46	29		the activity for only eight hours during that day for purposes of
47	30		Subsection (b-3).
48	31		SECTION 3. Section 305.003, Government Code, as amended by
49	32		this Act, applies only to a registration or registration renewal
50	33		required to be filed under Chapter 305, Government Code, on or after
51	34		the effective date of this Act. A registration or registration
52	35		renewal required to be filed under Chapter 305, Government Code,
53	36		before the effective date of this Act is governed by the law in
54	37		effect on the date the registration or registration renewal is due,
55	38		and the former law is continued in effect for that purpose.
56	39		SECTION 4. This Act takes effect September 1, 2015.
