55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a task force to conduct a study and
88 develop recommendations on the efficacy of the continuation of
99 daylight saving time in this state.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. TEXAS TASK FORCE ON DAYLIGHT SAVING TIME. (a)
1212 The Texas Task Force on Daylight Saving Time is created.
1313 (b) The task force shall study the efficacy of the
1414 continuation of daylight saving time in this state.
1515 (c) The task force is composed of the following seven
1616 members:
1717 (1) one member appointed by the governor;
1818 (2) one member appointed by the lieutenant governor;
1919 (3) one member appointed by the speaker of the house of
2020 representatives;
2121 (4) one member appointed by the commissioner of
2222 agriculture;
2323 (5) one member appointed by the comptroller;
2424 (6) one member appointed by the chair of the Railroad
2525 Commission of Texas; and
2626 (7) one member appointed by the chair of the Texas
2727 Transportation Commission.
2828 (d) The governor shall designate a member of the task force
2929 to serve as presiding officer.
3030 (e) A member of the task force is not entitled to
3131 compensation but is entitled to reimbursement for the member's
3232 travel expenses as provided by Chapter 660, Government Code, and
3333 the General Appropriations Act.
3434 (f) The task force shall compile a detailed report of its
3535 findings and recommendations and shall submit the report to the
3636 governor, the lieutenant governor, and the speaker of the house of
3737 representatives not later than December 1, 2016. The report must
3838 include a recommendation by the task force as to whether the
3939 legislature should act to exempt the state from the provisions of
4040 the Uniform Time Act of 1966 (15 U.S.C. Section 260a(a)) that
4141 establish daylight saving time.
4242 (g) The task force is not subject to Chapter 2110,
4343 Government Code.
4444 (h) The task force is abolished and this Act expires on
4545 January 1, 2017.
4646 SECTION 2. APPOINTMENT OF MEMBERS. The members of the task
4747 force shall be appointed to the Texas Task Force on Daylight Saving
4848 Time, as required by this Act, as soon as practicable after the
4949 effective date of this Act.
5050 SECTION 3. EFFECTIVE DATE. This Act takes effect
5151 immediately if it receives a vote of two-thirds of all the members
5252 elected to each house, as provided by Section 39, Article III, Texas
5353 Constitution. If this Act does not receive the vote necessary for
5454 immediate effect, this Act takes effect September 1, 2015.
