7 | 7 | | relating to the creation of a task force to conduct a study and |
---|
8 | 8 | | develop recommendations on the efficacy of the continuation of |
---|
9 | 9 | | daylight saving time in this state. |
---|
10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
11 | 11 | | SECTION 1. TEXAS TASK FORCE ON DAYLIGHT SAVING TIME. (a) |
---|
12 | 12 | | The Texas Task Force on Daylight Saving Time is created. |
---|
13 | 13 | | (b) The task force shall study the efficacy of the |
---|
14 | 14 | | continuation of daylight saving time in this state. |
---|
15 | 15 | | (c) The task force is composed of the following seven |
---|
16 | 16 | | members: |
---|
17 | 17 | | (1) one member appointed by the governor; |
---|
18 | 18 | | (2) one member appointed by the lieutenant governor; |
---|
19 | 19 | | (3) one member appointed by the speaker of the house of |
---|
20 | 20 | | representatives; |
---|
21 | 21 | | (4) one member appointed by the commissioner of |
---|
22 | 22 | | agriculture; |
---|
23 | 23 | | (5) one member appointed by the comptroller; |
---|
24 | 24 | | (6) one member appointed by the chair of the Railroad |
---|
25 | 25 | | Commission of Texas; and |
---|
26 | 26 | | (7) one member appointed by the chair of the Texas |
---|
27 | 27 | | Transportation Commission. |
---|
28 | 28 | | (d) The governor shall designate a member of the task force |
---|
29 | 29 | | to serve as presiding officer. |
---|
30 | 30 | | (e) A member of the task force is not entitled to |
---|
31 | 31 | | compensation but is entitled to reimbursement for the member's |
---|
32 | 32 | | travel expenses as provided by Chapter 660, Government Code, and |
---|
33 | 33 | | the General Appropriations Act. |
---|
34 | 34 | | (f) The task force shall compile a detailed report of its |
---|
35 | 35 | | findings and recommendations and shall submit the report to the |
---|
36 | 36 | | governor, the lieutenant governor, and the speaker of the house of |
---|
37 | 37 | | representatives not later than December 1, 2016. The report must |
---|
38 | 38 | | include a recommendation by the task force as to whether the |
---|
39 | 39 | | legislature should act to exempt the state from the provisions of |
---|
40 | 40 | | the Uniform Time Act of 1966 (15 U.S.C. Section 260a(a)) that |
---|
41 | 41 | | establish daylight saving time. |
---|
42 | 42 | | (g) The task force is not subject to Chapter 2110, |
---|
43 | 43 | | Government Code. |
---|
44 | 44 | | (h) The task force is abolished and this Act expires on |
---|
45 | 45 | | January 1, 2017. |
---|
46 | 46 | | SECTION 2. APPOINTMENT OF MEMBERS. The members of the task |
---|
47 | 47 | | force shall be appointed to the Texas Task Force on Daylight Saving |
---|
48 | 48 | | Time, as required by this Act, as soon as practicable after the |
---|
49 | 49 | | effective date of this Act. |
---|
50 | 50 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
---|
51 | 51 | | immediately if it receives a vote of two-thirds of all the members |
---|
52 | 52 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
53 | 53 | | Constitution. If this Act does not receive the vote necessary for |
---|
54 | 54 | | immediate effect, this Act takes effect September 1, 2015. |
