| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 42.0021, Parks and Wildlife Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | Sec. 42.0021. LIFETIME [RESIDENT] HUNTING LICENSE. The |
|---|
| 15 | 15 | | department may issue to residents of this state and nonresident |
|---|
| 16 | 16 | | landowners as provided by Section 42.0121 a lifetime [resident] |
|---|
| 17 | 17 | | hunting license. |
|---|
| 18 | 18 | | SECTION 2. Section 42.0121, Parks and Wildlife Code, is |
|---|
| 19 | 19 | | amended to read as follows: |
|---|
| 20 | 20 | | Sec. 42.0121. LIFETIME [RESIDENT] HUNTING LICENSE FEE. (a) |
|---|
| 21 | 21 | | A nonresident landowner may purchase a lifetime hunting license if |
|---|
| 22 | 22 | | a person related to the landowner within the first degree by |
|---|
| 23 | 23 | | consanguinity has owned property in this state for at least 15 years |
|---|
| 24 | 24 | | before the date of the purchase of the license. A license purchased |
|---|
| 25 | 25 | | under this subsection may be revoked in accordance with commission |
|---|
| 26 | 26 | | rule if the landowner ceases to own property in this state. |
|---|
| 27 | 27 | | (b) The fee for a lifetime [resident] hunting license is |
|---|
| 28 | 28 | | $300 or an amount set by the commission, whichever amount is more. |
|---|
| 29 | 29 | | SECTION 3. Section 42.0175(a), Parks and Wildlife Code, is |
|---|
| 30 | 30 | | amended to read as follows: |
|---|
| 31 | 31 | | (a) A license issued under this chapter, other than a |
|---|
| 32 | 32 | | lifetime [resident] hunting license or a nonresident five-day |
|---|
| 33 | 33 | | special hunting license is valid only during the yearly period for |
|---|
| 34 | 34 | | which the license is issued without regard to the date on which a |
|---|
| 35 | 35 | | license is acquired. Each yearly period begins on September 1 or on |
|---|
| 36 | 36 | | another date set by the commission and extends through August 31 of |
|---|
| 37 | 37 | | the next year or another date set by the commission. A license |
|---|
| 38 | 38 | | issued under this chapter other than a nonresident five-day special |
|---|
| 39 | 39 | | hunting license that is issued before September 1 or another date |
|---|
| 40 | 40 | | set by the commission and does not expire until August 31 of the |
|---|
| 41 | 41 | | next year or another date set by the commission is valid from the |
|---|
| 42 | 42 | | date of issuance through August 31 of the following year or another |
|---|
| 43 | 43 | | date set by the commission. The commission by rule may set the |
|---|
| 44 | 44 | | amount of a license fee for a license issued during a transition |
|---|
| 45 | 45 | | period at an amount lower than prescribed in this chapter and |
|---|
| 46 | 46 | | provide for a license term for a transition period that is shorter |
|---|
| 47 | 47 | | or longer than a year. |
|---|
| 48 | 48 | | SECTION 4. (a) The changes in law made by this Act apply |
|---|
| 49 | 49 | | only to a fee charged for a hunting license issued on or after the |
|---|
| 50 | 50 | | effective date of this Act. |
|---|
| 51 | 51 | | (b) A hunting license issued before the effective date of |
|---|
| 52 | 52 | | this Act is covered by the law in effect when the license was |
|---|
| 53 | 53 | | issued, and the former law is continued in effect for that purpose. |
|---|
| 54 | 54 | | The Parks and Wildlife Department is not required to issue a refund |
|---|
| 55 | 55 | | for any license issued before the effective date of this Act. |
|---|
| 56 | 56 | | SECTION 5. This Act takes effect September 1, 2015. |
