1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 42.0021, Parks and Wildlife Code, is
1313 amended to read as follows:
1414 Sec. 42.0021. LIFETIME [RESIDENT] HUNTING LICENSE. The
1515 department may issue to residents of this state and nonresident
1616 landowners as provided by Section 42.0121 a lifetime [resident]
1717 hunting license.
1818 SECTION 2. Section 42.0121, Parks and Wildlife Code, is
1919 amended to read as follows:
2020 Sec. 42.0121. LIFETIME [RESIDENT] HUNTING LICENSE FEE. (a)
2121 A nonresident landowner may purchase a lifetime hunting license if
2222 a person related to the landowner within the first degree by
2323 consanguinity has owned property in this state for at least 15 years
2424 before the date of the purchase of the license. A license purchased
2525 under this subsection may be revoked in accordance with commission
2626 rule if the landowner ceases to own property in this state.
2727 (b) The fee for a lifetime [resident] hunting license is
2828 $300 or an amount set by the commission, whichever amount is more.
2929 SECTION 3. Section 42.0175(a), Parks and Wildlife Code, is
3030 amended to read as follows:
3131 (a) A license issued under this chapter, other than a
3232 lifetime [resident] hunting license or a nonresident five-day
3333 special hunting license is valid only during the yearly period for
3434 which the license is issued without regard to the date on which a
3535 license is acquired. Each yearly period begins on September 1 or on
3636 another date set by the commission and extends through August 31 of
3737 the next year or another date set by the commission. A license
3838 issued under this chapter other than a nonresident five-day special
3939 hunting license that is issued before September 1 or another date
4040 set by the commission and does not expire until August 31 of the
4141 next year or another date set by the commission is valid from the
4242 date of issuance through August 31 of the following year or another
4343 date set by the commission. The commission by rule may set the
4444 amount of a license fee for a license issued during a transition
4545 period at an amount lower than prescribed in this chapter and
4646 provide for a license term for a transition period that is shorter
4747 or longer than a year.
4848 SECTION 4. (a) The changes in law made by this Act apply
4949 only to a fee charged for a hunting license issued on or after the
5050 effective date of this Act.
5151 (b) A hunting license issued before the effective date of
5252 this Act is covered by the law in effect when the license was
5353 issued, and the former law is continued in effect for that purpose.
5454 The Parks and Wildlife Department is not required to issue a refund
5555 for any license issued before the effective date of this Act.
5656 SECTION 5. This Act takes effect September 1, 2015.
