7 | 7 | | relating to a strategy to ensure proper use of money under the |
---|
8 | 8 | | Temporary Assistance for Needy Families program. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. The Health and Human Services Commission shall |
---|
11 | 11 | | develop a strategy to ensure that money used to provide financial |
---|
12 | 12 | | assistance benefits under Chapter 31, Human Resources Code, is used |
---|
13 | 13 | | by recipients of those benefits for its intended purposes. The |
---|
14 | 14 | | strategy must include developing a method to prevent fraud, waste, |
---|
15 | 15 | | and abuse by better accounting for purchases made by recipients. |
---|
16 | 16 | | SECTION 2. This Act expires December 31, 2016. |
---|
17 | 17 | | SECTION 3. If before implementing any provision of this Act |
---|
18 | 18 | | a state agency determines that a waiver or authorization from a |
---|
19 | 19 | | federal agency is necessary for implementation of that provision, |
---|
20 | 20 | | the agency affected by the provision shall request the waiver or |
---|
21 | 21 | | authorization and may delay implementing that provision until the |
---|
22 | 22 | | waiver or authorization is granted. |
---|
23 | 23 | | SECTION 4. This Act takes effect immediately if it receives |
---|
24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
---|
25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
---|
27 | 27 | | Act takes effect September 1, 2015. |
