55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a strategy to ensure proper use of money under the
88 Temporary Assistance for Needy Families program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. The Health and Human Services Commission shall
1111 develop a strategy to ensure that money used to provide financial
1212 assistance benefits under Chapter 31, Human Resources Code, is used
1313 by recipients of those benefits for its intended purposes. The
1414 strategy must include developing a method to prevent fraud, waste,
1515 and abuse by better accounting for purchases made by recipients.
1616 SECTION 2. This Act expires December 31, 2016.
1717 SECTION 3. If before implementing any provision of this Act
1818 a state agency determines that a waiver or authorization from a
1919 federal agency is necessary for implementation of that provision,
2020 the agency affected by the provision shall request the waiver or
2121 authorization and may delay implementing that provision until the
2222 waiver or authorization is granted.
2323 SECTION 4. This Act takes effect immediately if it receives
2424 a vote of two-thirds of all the members elected to each house, as
2525 provided by Section 39, Article III, Texas Constitution. If this
2626 Act does not receive the vote necessary for immediate effect, this
2727 Act takes effect September 1, 2015.
