| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 551.404(a-2), Transportation Code, is | |
| 11 | 11 | amended to read as follows: | |
| 12 | 12 | (a-2) Subsection (a-1) applies only to a county that: | |
| 13 | 13 | (1) borders or contains a portion of the Red River; | |
| 14 | 14 | (2) borders or contains a portion of the Guadalupe | |
| 15 | 15 | River and contains a part of a barrier island that borders the Gulf | |
| 16 | 16 | of Mexico; [or] | |
| 17 | 17 | (3) is adjacent to a county described by Subdivision | |
| 18 | 18 | (2) and: | |
| 19 | 19 | (A) has a population of less than 30,000; and | |
| 20 | 20 | (B) contains a part of a barrier island that | |
| 21 | 21 | borders the Gulf of Mexico; or | |
| 22 | 22 | (4) has a population of more than 410,000 and less than | |
| 23 | 23 | 450,000. | |
| 24 | 24 | SECTION 2. This Act takes effect September 1, 2015. |
