| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 468, Government Code, is amended by |
|---|
| 11 | 11 | | adding Section 468.006 to read as follows: |
|---|
| 12 | 12 | | Sec. 468.006. ANNUAL DEMOGRAPHIC STUDY OF STATE HOUSE OF |
|---|
| 13 | 13 | | REPRESENTATIVES AND SENATE DISTRICTS. (a) The state demographer |
|---|
| 14 | 14 | | shall conduct an annual demographic study to determine the |
|---|
| 15 | 15 | | following information for each state house of representatives and |
|---|
| 16 | 16 | | state senate district for the current state fiscal year: |
|---|
| 17 | 17 | | (1) the average household income in the district; |
|---|
| 18 | 18 | | (2) the average education attainment level of |
|---|
| 19 | 19 | | individuals in the district; |
|---|
| 20 | 20 | | (3) the percentage of the population in the district |
|---|
| 21 | 21 | | by ethnicity; |
|---|
| 22 | 22 | | (4) the annual amount of lottery sales in the |
|---|
| 23 | 23 | | district; |
|---|
| 24 | 24 | | (5) the rate of homeownership in the district; and |
|---|
| 25 | 25 | | (6) the average age of individuals in the district. |
|---|
| 26 | 26 | | (b) Not later than September 1, the state demographer shall |
|---|
| 27 | 27 | | submit to each member of the house of representatives, each member |
|---|
| 28 | 28 | | of the senate, the speaker of the house of representatives, and the |
|---|
| 29 | 29 | | lieutenant governor a report that includes the results of the |
|---|
| 30 | 30 | | demographic study. The report must be made in writing and in a |
|---|
| 31 | 31 | | searchable electronic format that enables a user to sort the |
|---|
| 32 | 32 | | information described in Subsection (a) by category. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect January 1, 2016. |
