99 relating to establishing a veterans services coordinator for the
1010 Texas Department of Criminal Justice and a veterans rehabilitation
1111 dorm program for certain state jail defendants confined by the
1212 department.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Subchapter A, Chapter 501, Government Code, is
1515 amended by adding Section 501.025 to read as follows:
1616 Sec. 501.025. VETERANS SERVICES COORDINATOR. (a) The
1717 department shall establish a veterans services coordinator to
1818 coordinate responses to the needs of veterans under the supervision
1919 of the department, including veterans who are released on parole or
2020 mandatory supervision. The veterans services coordinator, with the
2121 cooperation of the community justice assistance division, shall
2222 provide information to community supervision and corrections
2323 departments to help those departments coordinate responses to the
2424 needs of veterans placed on community supervision. The veterans
2525 services coordinator shall coordinate veterans' services for all of
2626 the department's divisions.
2727 (b) The veterans services coordinator, in collaboration
2828 with the attorney general's office, shall provide each incarcerated
2929 veteran a child support modification application.
3030 SECTION 2. Subchapter B, Chapter 507, Government Code, is
3131 amended by adding Section 507.034 to read as follows:
3232 Sec. 507.034. VETERANS REHABILITATION DORM PROGRAM. (a)
3333 The department shall establish a voluntary rehabilitation and
3434 transition program for defendants confined in state jail felony
3535 facilities:
3636 (1) who are veterans of the United States armed
3737 forces, including veterans of the reserves, national guard, or
3838 state guard; and
3939 (2) who suffer from a brain injury, a mental illness, a
4040 mental disorder, including post-traumatic stress disorder, or
4141 substance abuse that:
4242 (A) occurred during or resulted from their
4343 military service; and
4444 (B) may have contributed to their criminal
4545 activity.
4646 (b) The program must:
4747 (1) house defendants participating in the program in
4848 housing that is designed to mimic the squadron structure familiar
4949 to veterans;
5050 (2) provide rehabilitation programming in developing
5151 healthy relationships, anger management techniques, and substance
5252 abuse treatment; and
5353 (3) to the extent feasible, not later than the 30th day
5454 before the date a defendant participating in the program is
5555 released or discharged from the department:
5656 (A) match the defendant with a veteran peer
5757 coordinator who is certified as a peer services provider through
5858 the Military Veteran Peer Network to assist the defendant in
5959 transitioning into the community; and
6060 (B) transfer the defendant to a state jail
6161 facility located near the defendant's home community or the
6262 community in which the defendant intends to reside after the
6363 defendant's release or discharge, to begin establishing transition
6464 relationships with the veteran peer coordinator and family members.
6565 SECTION 3. This Act takes effect September 1, 2015.
