104 AN ACT
115 relating to inclusion of family members of veterans court program
126 participants in the treatment and services provided to the
137 participants under the program.
148 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
159 SECTION 1. Section 124.001(a), Government Code, is amended
1610 to read as follows:
1711 (a) In this chapter, "veterans court program" means a
1812 program that has the following essential characteristics:
1913 (1) the integration of services in the processing of
2014 cases in the judicial system;
2115 (2) the use of a nonadversarial approach involving
2216 prosecutors and defense attorneys to promote public safety and to
2317 protect the due process rights of program participants;
2418 (3) early identification and prompt placement of
2519 eligible participants in the program;
2620 (4) access to a continuum of alcohol, controlled
2721 substance, mental health, and other related treatment and
2822 rehabilitative services;
2923 (5) careful monitoring of treatment and services
3024 provided to program participants;
3125 (6) a coordinated strategy to govern program responses
3226 to participants' compliance;
3327 (7) ongoing judicial interaction with program
3428 participants;
3529 (8) monitoring and evaluation of program goals and
3630 effectiveness;
3731 (9) continuing interdisciplinary education to promote
3832 effective program planning, implementation, and operations; [and]
3933 (10) development of partnerships with public agencies
4034 and community organizations, including the United States
4135 Department of Veterans Affairs; and
4236 (11) inclusion of a participant's family members who
4337 agree to be involved in the treatment and services provided to the
4438 participant under the program.
4539 SECTION 2. This Act takes effect immediately if it receives
4640 a vote of two-thirds of all the members elected to each house, as
4741 provided by Section 39, Article III, Texas Constitution. If this
4842 Act does not receive the vote necessary for immediate effect, this
4943 Act takes effect September 1, 2015.
