12 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 11 | | SECTION 1. Section 403.302(a), Government Code, is amended |
---|
14 | 12 | | to read as follows: |
---|
15 | 13 | | (a) The comptroller shall conduct a study using comparable |
---|
16 | 14 | | sales, appraisals, and generally accepted auditing and sampling |
---|
17 | 15 | | techniques to determine the total taxable value of all property in |
---|
18 | 16 | | each school district. The study shall determine the taxable value |
---|
19 | 17 | | of all property and of each category of property in the district and |
---|
20 | 18 | | the productivity value of all land that qualifies for appraisal on |
---|
21 | 19 | | the basis of its productive capacity and for which the owner has |
---|
22 | 20 | | applied for and received a productivity appraisal. The |
---|
23 | 21 | | comptroller shall make appropriate adjustments in the study to |
---|
24 | 22 | | account for actions taken under Chapter 41, Education Code. The |
---|
25 | 23 | | comptroller shall make available to the appraisal district that |
---|
26 | 24 | | appraises property for the school district the comparable sales and |
---|
27 | 25 | | appraisals used in the study that are not confidential under law. |

28 | 26 | | SECTION 2. This Act takes effect September 1, 2015. |
