9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. STUDY OF OPERATION STRONG SAFETY. The Homeland |
---|
11 | 11 | | Security Council shall conduct a study to evaluate the |
---|
12 | 12 | | effectiveness of Operation Strong Safety. |
---|
13 | 13 | | SECTION 2. SCOPE OF STUDY. (a) The study must: |
---|
14 | 14 | | (1) evaluate how effectively state financial |
---|
15 | 15 | | resources were used to address the threat of drug cartel crime along |
---|
16 | 16 | | the international border during the operation; |
---|
17 | 17 | | (2) evaluate how effectively state financial |
---|
18 | 18 | | resources are currently being used to address the threat of drug |
---|
19 | 19 | | cartel crime along the international border; |
---|
20 | 20 | | (3) compare the estimated amount of controlled |
---|
21 | 21 | | substances illegally transported across the border during |
---|
22 | 22 | | Operation Strong Safety with the amount of controlled substances |
---|
23 | 23 | | illegally transported across the border during a comparable period |
---|
24 | 24 | | immediately before the date the operation began; and |
---|
25 | 25 | | (4) compare the estimated number of firearms illegally |
---|
26 | 26 | | transported across the border during Operation Strong Safety with |
---|
27 | 27 | | the estimated number of firearms illegally transported across the |
---|
28 | 28 | | border during a comparable period immediately before the date the |
---|
29 | 29 | | operation began. |
---|
30 | 30 | | (b) In conducting the study, the Homeland Security Council |
---|
31 | 31 | | shall solicit input from and collaborate with: |
---|
32 | 32 | | (1) local law enforcement agencies and officials, |
---|
33 | 33 | | including county sheriffs' departments and local police |
---|
34 | 34 | | departments, on the best practices for improving state efforts to |
---|
35 | 35 | | combat drug and firearms trafficking; and |
---|
36 | 36 | | (2) to the extent feasible, the United States Border |
---|
37 | 37 | | Patrol. |
---|
38 | 38 | | SECTION 3. REPORT AND RECOMMENDATIONS. (a) The Homeland |
---|
39 | 39 | | Security Council shall issue a written report to the governor, the |
---|
40 | 40 | | lieutenant governor, and the speaker of the house of |
---|
41 | 41 | | representatives that includes the council's findings. |
---|
42 | 42 | | (b) The report must be issued not later than November 30, |
---|
43 | 43 | | 2016. |
---|
44 | 44 | | SECTION 4. EXPIRATION. This Act expires December 1, 2016. |
---|
45 | 45 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
---|
46 | 46 | | 1, 2015. |
