55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the effectiveness of Operation Strong
88 Safety.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. STUDY OF OPERATION STRONG SAFETY. The Homeland
1111 Security Council shall conduct a study to evaluate the
1212 effectiveness of Operation Strong Safety.
1313 SECTION 2. SCOPE OF STUDY. (a) The study must:
1414 (1) evaluate how effectively state financial
1515 resources were used to address the threat of drug cartel crime along
1616 the international border during the operation;
1717 (2) evaluate how effectively state financial
1818 resources are currently being used to address the threat of drug
1919 cartel crime along the international border;
2020 (3) compare the estimated amount of controlled
2121 substances illegally transported across the border during
2222 Operation Strong Safety with the amount of controlled substances
2323 illegally transported across the border during a comparable period
2424 immediately before the date the operation began; and
2525 (4) compare the estimated number of firearms illegally
2626 transported across the border during Operation Strong Safety with
2727 the estimated number of firearms illegally transported across the
2828 border during a comparable period immediately before the date the
2929 operation began.
3030 (b) In conducting the study, the Homeland Security Council
3131 shall solicit input from and collaborate with:
3232 (1) local law enforcement agencies and officials,
3333 including county sheriffs' departments and local police
3434 departments, on the best practices for improving state efforts to
3535 combat drug and firearms trafficking; and
3636 (2) to the extent feasible, the United States Border
3737 Patrol.
3838 SECTION 3. REPORT AND RECOMMENDATIONS. (a) The Homeland
3939 Security Council shall issue a written report to the governor, the
4040 lieutenant governor, and the speaker of the house of
4141 representatives that includes the council's findings.
4242 (b) The report must be issued not later than November 30,
4343 2016.
4444 SECTION 4. EXPIRATION. This Act expires December 1, 2016.
4545 SECTION 5. EFFECTIVE DATE. This Act takes effect September
4646 1, 2015.
