9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 16.001, Water Code, is amended by adding | |
11 | 11 | Subdivision (13) to read as follows: | |
12 | 12 | (13) "Interregional conflict" means a conflict that | |
13 | 13 | occurs when: | |
14 | 14 | (A) more than one adopted regional water plan | |
15 | 15 | includes the same source of water supply as an identified and | |
16 | 16 | quantified recommended or alternative water management strategy; | |
17 | 17 | and | |
18 | 18 | (B) there is insufficient water available to | |
19 | 19 | fully implement both water management strategies. | |
20 | 20 | SECTION 2. As soon as practicable after the effective date | |
21 | 21 | of this Act, the Texas Water Development Board shall adopt any rules | |
22 | 22 | necessary to implement the changes in law made by this Act. | |
23 | 23 | SECTION 3. This Act takes effect immediately if it receives | |
24 | 24 | a vote of two-thirds of all the members elected to each house, as | |
25 | 25 | provided by Section 39, Article III, Texas Constitution. If this | |
26 | 26 | Act does not receive the vote necessary for immediate effect, this | |
27 | 27 | Act takes effect September 1, 2015. |
