 A BILL TO BE ENTITLED
 AN ACT
 relating to seeking federal authorization to fund the Medicaid
 program through a block grant funding system.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subtitle I, Title 4, Government Code, is amended
 by adding Chapter 540 to read as follows:
 CHAPTER 540.  FEDERAL WAIVER FOR BLOCK GRANT FUNDING OF MEDICAID
 PROGRAM
 Sec. 540.001.  DEFINITION. In this chapter, "Medicaid
 program" means the medical assistance program established under
 Title XIX, Social Security Act (42 U.S.C. Section 1396 et seq.).
 Sec. 540.002.  FEDERAL AUTHORIZATION FOR BLOCK GRANT FUNDING
 SYSTEM FOR MEDICAID PROGRAM. Notwithstanding any other law, the
 executive commissioner shall negotiate with the United States
 secretary of health and human services, the federal Centers for
 Medicare and Medicaid Services, and other appropriate persons for
 purposes of seeking a waiver or other authorization necessary to
 operate the Medicaid program under a block grant funding system.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
