Fiscal Analysis

The bill would amend the Occupations Code to require the Texas Commission on Law Enforcement to seek to obtain state and federal funds, including grants, to assist local law enforcement agencies in providing training to military veterans who seek to become officers. The bill would take effect September 1, 2015.

Methodology

It is assumed the agency would require one Program Specialist II FTE to seek funding and administer the grant awards to law enforcement agencies.  It is assumed such funding would be out of the General Revenue-Dedicated Law Enforcement Officer Standards and Education Account No. 116.The salary and associated benefits for the Program Specialist II FTE are assumed to be $51,200 and $17,347, respectively. An additional $1,500 per year is assumed for expenses associated with the position, including grant request materials, as well as travel and training costs. A one-time amount of $500 in fiscal year 2016 is assumed to provide the new FTE with initial equipment.

Technology

It is assumed the bill would not have any technology impacts.

Local Government Impact

The bill would have a positive fiscal impact to the degree any grant funds awarded would supplant local funds being used for the same purpose.
